NCAA Slaps RwandAir With ₦15m Fine Over Damaged Baggage Complaint

The Nigerian Civil Aviation Authority (NCAA) has imposed a ₦15 million fine on RwandAir over its failure to resolve a passenger’s complaint concerning damaged baggage within the timeframe prescribed by aviation regulations.

NCAA Director of Public Affairs and Consumer Protection, Michael Achimugu, declared the sanction in a post on X on Friday, September 11.

Achimugu notes that the airline was penalised for violating consumer protection requirements in its handling of the passenger’s baggage complaint.

He said RwandAir failed to resolve the matter within the stipulated timeframe, resulting in the ₦15 million sanction.

Beyond the fine, the regulator directed the airline to replace the passenger’s damaged bag and pay $170 as first-need compensation under Part 19 of the NCAA Regulations 2023.

The sanction forms part of the NCAA’s continued enforcement of passenger protection rules and its efforts to ensure that airlines operating in Nigeria respond appropriately to consumer complaints.

The aviation regulator has previously taken action against airlines over various passenger-related issues.

In February 2025, the NCAA warned that more airlines could face sanctions for breaching consumer protection regulations.

Air Peace, Ethiopian Airlines, Arik Air, Aero Contractors and Royal Air Maroc have previously faced sanctions from the authority over different passenger-related violations.

The NCAA also imposed a ₦6 million penalty on Saudi Airlines for failing to resolve outstanding consumer protection matters and comply with the regulator’s determinations.

The latest action against RwandAir highlights the authority’s position that airlines must address passenger complaints within the timelines set out under Nigerian aviation regulations.
