NDLEA Dismantles Industrial Meth Lab, Arrests Mexican Drug Kingpin

The National Drug Law Enforcement Agency (NDLEA), has dismantled another industrial-scale methamphetamine laboratory in Ebonyi State and arrested a Mexican drug kingpin allegedly linked to a network recruiting foreign experts to establish clandestine drug laboratories in Nigeria.

The suspect, identified as Arturo Carrera Loaiza, was arrested by NDLEA operatives on August 19, 2026, while attempting to flee Nigeria through the Lagos airport.

The development, according to the agency, followed months of intelligence gathering and investigation into a transnational network behind a series of clandestine methamphetamine laboratories uncovered in forests and rural communities in Ogun, Oyo and Ebonyi states.

Briefing journalists in Lagos on Tuesday, September 15, 2026, NDLEA chairman and chief executive officer, Brig. Gen. Mohamed Marwa (rtd.), represented by the agency’s director of media and advocacy, Femi Babafemi said the latest operation demonstrated the agency’s growing intelligence and forensic capacity to disrupt sophisticated international drug syndicates.

Marwa recalled that NDLEA operatives had on May 16 arrested three Mexican nationals and seven Nigerian collaborators at a forest hideout in Ogun State.

A month later, on June 17, another Mexican national, identified as Jose Villa Ochoa, 56, and four Nigerian collaborators were arrested at a clandestine methamphetamine laboratory concealed in a forested area of Tapa village, Ibarapa North Local Government Area of Oyo State.

Field tests at the Oyo facility, the agency said, confirmed the presence of large quantities of methamphetamine and precursor chemicals.

According to Marwa, further investigation by the agency’s Special Operations Unit (SOU) established that Ochoa had been recruited into Nigeria by Loaiza, who allegedly served as a Mexican kingpin coordinating the establishment of methamphetamine production facilities in the country.

Investigators, working with international partners, obtained Loaiza’s photograph, which Ochoa positively identified as that of the man who recruited and brought him into Nigeria.

The NDLEA further said intelligence also revealed that Loaiza entered Nigeria on June 10 alongside another Mexican national, Jose Ceballos Perez.

NDLEA subsequently tracked Loaiza to the Lagos airport, where he was arrested while attempting to leave the country.

During interrogation, the suspect reportedly claimed that a Nigerian contact, identified only as “Henry,” had invited him to Nigeria for a restaurant business venture.

He also denied knowledge of methamphetamine production or involvement with the laboratory in Tapa village.

However, investigators reportedly uncovered photographic evidence which contradicted his claims.

The NDLEA said images recovered from Loaiza showed him dressed in a blue laboratory coat and standing among equipment believed to be associated with methamphetamine production.

Analysis of the location metadata embedded in the photographs led investigators to a property under construction at Isiata Ugoni Okposi, Ebonyi State, linked to John Samuel Ivo Okike.

When operatives raided the property on August 30, they interviewed the site engineer and caretaker, who reportedly disclosed the existence of a suspicious temporary structure erected over the septic tank area at the rear of the building.

They also reported persistent strong chemical odours coming from the premises.

A CCTV memory card recovered from the property allegedly provided a major breakthrough.

According to the NDLEA, forensic examination of the footage showed a foreign national in a blue laboratory coat who matched Loaiza’s photograph, as well as repeated appearances by Okike.

The footage also allegedly captured the movement of chemicals and laboratory equipment from the property at about 9pm on August 21, with Okike reportedly seen directing the operation alongside other persons.

Acting on intelligence from a confidential source, NDLEA operatives traced the relocated laboratory materials to an isolated house in a neighbouring community reportedly placed under the custody of Nwanja Obasi.

A subsequent raid led to the recovery of a large cache of chemicals, laboratory equipment and other paraphernalia linked to methamphetamine production.

Among the items recovered were a dehydrator containing a white cloth sieve embedded with loose methamphetamine, three additional empty dehydrators, 442.8kg of acetone, 37.1kg of toluene, 20kg of an acetone/bromobenzene mixture, 1.7kg of ethanol, 5.1kg of chloride salt, 31.5kg of hydrochloric acid, 200kg of P2B and 1kg of tartaric acid.

The operatives also recovered condensing units, a condenser head, condenser, fabricated reaction pot, access pump, weighing scales, mixers, drums, gas burners, gloves and a blue laboratory coat said to match the one seen in the photographic evidence recovered from the property.

The agency said the recovery, combined with CCTV footage, forensic evidence and eyewitness accounts, had significantly strengthened the case against those allegedly connected to the network.

Reacting to the development, Marwa issued a strong warning to transnational drug cartels seeking to establish production facilities in Nigeria.

He said the country would not provide a safe haven for international drug syndicates seeking to relocate their operations into Nigerian forests and rural communities.
