Leaders and stakeholders from across the Niger Delta have commended the managing director/chief executive officer of the Niger Delta Development Commission (NDDC), Dr. Samuel Ogbuku, as he marks his 51st birthday, describing his tenure as a period of renewed emphasis on completing abandoned and ongoing projects rather than merely announcing new ones.

The commendation was contained in a birthday message issued by the Forum of Apex Ethnic Nationality Leaders, Statesmen and Stakeholders of the Niger Delta and signed by Senator Ibok Essien, Professor Simeon Achinewhu and Professor A.W. Obianume.

The forum said the NDDC, historically confronted by the challenge of unfinished interventions, had under Ogbuku placed greater emphasis on delivering projects to communities and ensuring that legacy infrastructure receives attention.

“It is worth saying plainly, the NDDC is not an easy institution to run,” the leaders said, pointing to interventions in roads, bridges, electrification, healthcare and education as evidence of what they described as a more disciplined approach to project execution.

According to them, the significance of the current administration lies not simply in the number of projects announced, but in the extent to which interventions are completed and become useful assets to the people of the region.

The forum also highlighted human capital development as another important dimension of Ogbuku’s tenure, citing youth internship initiatives, skills acquisition and entrepreneurship programmes, as well as technology-driven interventions.

The leaders argued that for a region with a predominantly young population, development must extend beyond physical infrastructure to creating opportunities that enable young people to acquire skills, build livelihoods and participate meaningfully in the region’s economic future.

They further identified institutional reforms and digitisation within the Commission as indications of an effort to strengthen the NDDC as a development institution, with greater emphasis on systems, accountability and effective delivery.

While acknowledging the national and international recognitions received by Ogbuku during his tenure, the forum said such honours should ultimately be regarded as secondary to the enduring impact of public service.

“The point, as it always is with public institutions, is what remains after the office changes hands,” the statement said. “Roads that still carry traffic. Clinics that still see patients. A generation of young people who found something to build on.”

The leaders therefore urged the NDDC leadership to sustain the momentum, particularly in ensuring equitable distribution of development interventions across the nine Niger Delta states and reaching communities that often remain outside the immediate visibility of major commissioning ceremonies.

They said continuity, equity and measurable community impact should remain the principal benchmarks for assessing development in the region.

Dr. Ogbuku, who holds a PhD, has served as Managing Director/CEO of the NDDC since 2023. His tenure has been marked by renewed attention to ongoing and legacy interventions across the Niger Delta, alongside increased emphasis on human capital development and institutional reforms.

As he marks his 51st birthday, the forum described the occasion as an opportunity not only to celebrate the NDDC chief executive, but also to reflect on the broader responsibility of leadership in a region where the value of public institutions is ultimately judged by what reaches the people.
