Telecom Companies Under Check As Kano Assembly Passes Infrastructure Bill

The Kano State House of Assembly has passed the Kano State Infrastructure Management Agency Bill 2025 into law. The bill seeks to establish an agency to regulate the installation of masts and cable laying by telecommunications companies or private individuals in Kano’s public space.

The bill was passed after it was considered in the committee of the whole house and third reading by the deputy clerk, Alhaji Nasiru Magaji, and afterwards passed by the speaker, Hon. Ismail Falgore, who presided over the plenary on Monday.

Highlighting some of the agency’s responsibilities, the majority leader of the house,  Lawan Husseini, told journalists that, the agency when established would manage and control the indiscriminately erection and installation of the utility infrastructures within the state.

He said the agency would ensure that no telecommunication company installs their masts or cables indiscriminately without seeking the Agency’s permission and considering the impact on the environment and public health.

“At the same time you could see them digging roads where government spent millions to construct and lay down their cables and go away; this agency will ensure that nothing of that happens without seeking permission and paying compensation.”

The majority leader also noted that the agency will grant permission to those intending to lay a water pipe in public spaces, highlighting that whoever is found wanting will pay a fine.

Similarly, the Kano State Agricultural and Rural Development Authority (amendment) Bill 2025, the Kano State Water Resources and Engineering Construction Agency(amendment) Bill 2025, the Kano State Broadcasting Corporation(amendment) Bill 2025 and the Kano State Television Corporation(amendment) bill 2025 scaled through second reading.

Earlier, the house received a letter from Governor Abba Yusuf, seeking their approval to appoint Arc. Ibrahim Yakubu as commissioner and member of the state executive council. The house unanimously agreed to invite the nominee to appear for screening at a later date.
