President Bola Tinubu on Wednesday said judicial independence must be supported by concrete investments in judges’ welfare and security, as he commissioned 10 residential quarters for Justices of the Federal High Court in Katampe District, Abuja.

Represented by Vice President Kashim Shettima, the President said the housing project was part of his administration’s broader efforts to strengthen democratic institutions and entrench the rule of law under the Renewed Hope Agenda.

The commissioning marked the second major judicial housing project inaugurated in the Federal Capital Territory (FCT) within two days, following the opening of 10 residential quarters for Court of Appeal Justices on Tuesday.

Tinubu said the provision of decent accommodation for judicial officers was essential to guaranteeing an independent and effective judiciary.

“We are not merely commissioning houses today; we are reinforcing one of the strongest pillars of our democracy. The judiciary remains central to the survival of our constitutional order, and its independence must be protected not only in words but through deliberate action,” he said.

According to the President, judges can only perform their constitutional responsibilities effectively when they operate in a secure and dignified environment.

“Judicial independence is not an abstract concept. It requires practical support. We cannot expect our judges to dispense justice without fear or favour if their welfare, safety and peace of mind are not assured,” he stated.

Tinubu said the newly completed quarters symbolise the nation’s respect for the judiciary and its commitment to ensuring that judicial officers enjoy the comfort and security required to carry out their duties.

The President also applauded the Minister of the Federal Capital Territory (FCT), Nyesom Wike, for his exceptional performance in delivering critical infrastructure projects across Abuja.

“When I assigned the task of transforming Abuja into a modern capital city, I was confident in your capacity to deliver. From road networks to institutional infrastructure such as this, you have demonstrated that results remain the true measure of leadership,” he said.

He urged the beneficiaries of the housing estate to continue upholding the principles of fairness, integrity and transparency in the administration of justice.

“As we provide these homes, we look forward to your continued commitment to strengthening our democracy through impartial and timely justice,” the President added.

Earlier, the FCT Minister, Nyesom Wike, described the project as a practical demonstration of President Tinubu’s commitment to an independent judiciary and effective governance.

According to him, genuine judicial independence must be accompanied by improved welfare and conducive working conditions for judges.

“It is impossible to talk about judicial independence while ignoring the welfare of judicial officers. A judiciary that is adequately supported is better positioned to uphold the rule of law and defend the rights of citizens,” Wike said.

The Minister disclosed that the FCT Administration would commission another 22 housing units for judges of the FCT High Court on 7 July, while similar residential quarters for judges of the National Industrial Court and members of the Code of Conduct Tribunal are expected to be completed by January 2027.

He revealed that the Katampe axis is being developed into a dedicated judicial district, complete with enhanced security infrastructure, including a police station, to safeguard judicial officers and their families.

Wike said the decision was informed by the need to provide judges with a secure environment free from unnecessary exposure and security risks.

He also emphasised the importance of maintaining the newly commissioned facilities, urging occupants to preserve the standards established by the government.

The Chief Judge of the Federal High Court, Justice John Tsoho, hailed the completion of the project as a landmark achievement that demonstrates the government’s willingness to match promises with performance.

Recalling the foundation-laying ceremony held about a year ago, Tsoho noted that many observers doubted the project would be delivered on time.

“Today, we are gathered for the commissioning of this project exactly as promised. This achievement deserves commendation because it addresses a challenge that has confronted judges for many years,” he said.

The Chief Judge described the project as a product of courage, collaboration and hope, praising President Tinubu and the FCT Minister for their determination to improve the welfare of judicial officers despite criticism and public scepticism.

He also commended the cooperation among the Executive, Legislature and Judiciary, saying the project proved that the three arms of government could work together for the common good while respecting the constitutional principle of separation of powers.

Tsoho expressed gratitude to President Tinubu, the Chief Justice of Nigeria, Justice Kudirat Kekere-Ekun, the FCT Minister, the Minister of State for FCT, members of the National Assembly, and the project team for their contributions to the successful completion of the estate.

He said that providing decent accommodation would give judges greater peace of mind and allow them to concentrate fully on their constitutional mandate.

Also speaking, the Minister of State for the FCT, Mariya Mahmoud, described the judges’ quarters as a significant investment in the administration of justice and the strengthening of democratic institutions.

She said the project reflects the federal government’s commitment to providing the judiciary with the infrastructure necessary to operate with dignity, independence and excellence.

Mahmoud commended President Tinubu for his support for reforms aimed at strengthening national institutions and praised Wike for his commitment to delivering transformative infrastructure projects across the Federal Capital Territory.

She expressed confidence that the new estate would improve the welfare of judicial officers, enhance justice delivery and stand as a lasting symbol of the administration’s dedication to the rule of law.
