Turbulent Times At NAHCON: The Challenges Awaiting Abba Yusuf

Ambassador Ismail Abba Yusuf takes the helm at the National Hajj Commission of Nigeria (NAHCON) SALIFU USMAN chronicles the tasks ahead of a career diplomat as he embarks on a journey to restore integrity to Nigeria’s Hajj and Umrah industry.

In a significant leadership change, President Bola Tinubu has appointed Ambassador Ismail Abba Yusuf as the new Chairman/CEO of the National Hajj Commission of Nigeria (NAHCON). This decision comes on the heels of Professor Abdullahi Usman’s abrupt resignation, leaving Ambassador Yusuf to navigate a labyrinth of challenges in an agency marked by instability and controversy. As the fourth chairman since 2020, Yusuf’s appointment has raised both hopes and apprehensions among the Nigerian Muslim Ummah and stakeholders in the Hajj and Umrah sectors.

 

The Context of Leadership Changes at NAHCON

The history of leadership transitions at NAHCON is fraught with turbulence. Zikrullah Hassan was appointed by former President Muhammadu Buhari in 2020 but faced an early exit due to compulsory retirement. Jalal Arabi briefly filled the role before being dismissed amid allegations of mismanagement concerning a massive N90 billion government subsidy intended to ease the costs associated with the 2024 Hajj. Following Arabi, Professor Usman, a respected scholar with qualifications from esteemed Islamic institutions, took charge but was soon embroiled in his own controversies, leading to his resignation under allegations of abuse of office and misappropriation.

Ambassador Yusuf now finds himself at the centre of an organisation plagued by governance challenges. With preparations for the 2026 Hajj already underway, the new chair is expected to implement strategies without having had a say in their development, relying on a team that has previously been implicated in mismanagement.

 

Current State of NAHCON: A Crisis in Confidence

NAHCON has drifted into a state of disarray, marked by leadership instability that has eroded trust within the organisation. Pilgrims have raised concerns about inadequate welfare, rising costs, and chaotic logistics. Frustration has also been voiced by Saudi authorities regarding Nigeria’s organisational failings. With these challenges mounting, Ambassador Yusuf is under pressure to restore confidence and efficiency in a system that has been marred by controversy.

Yusuf’s Background: A Diplomat with Experience

Ambassador Yusuf is no stranger to the intricacies of Hajj management. With a distinguished career spanning 35 years in the Foreign Service, he brings a wealth of experience and institutional memory to the role. His involvement in the establishment of NAHCON in 2006, along with his studies of efficient Hajj systems in Malaysia and Indonesia, positions him uniquely to implement necessary reforms. Yusuf’s past contributions include pioneering the Hajj Savings Scheme, an essential element of NAHCON’s financial framework.

However, his extensive experience will be put to the test as he steps into an environment rife with challenges. Yusuf’s understanding of NAHCON’s strengths and weaknesses provides him with a head start, but it also means he must tread carefully, especially given the contentious backdrop he is inheriting.

 

Navigating Internal Politics and Challenges

In an interview with LEADERSHIP, Amb Aliyu Lawal Saulawa, Publisher/Editor in Chief of Hajj-Umrah Monitor Magazine, issued a caution to Yusuf regarding the internal dynamics at NAHCON.

He emphasised the need for a technocrat capable of navigating the intricate web of federal regulations and financial governance. The dual nature of Hajj management—religious affairs and administrative processes—requires a delicate balance, and Yusuf must remain vigilant against potential pitfalls that could undermine his leadership.

The stakes are high, as Yusuf will be working alongside board members who have previously worked with his predecessors—both of whom faced dismissal under dubious circumstances. Their influence may pose a significant challenge, particularly if they attempt to manipulate Yusuf’s decisions as they did with former leaders.

“Frankly, the National Hajj Commission of Nigeria requires a technocrat – someone well-versed in the rules and regulations concerning federal character, government procedures, financial procurement, and other related disciplinary matters,”  Saulawa stated. “Hajj management has a dual nature: religious affairs on one side, and administrative matters governed by the Nigerian constitution on the other. This means all aspects, from establishment to finance and general administration, must adhere to established regulations.

“Ambassador Yusuf is a seasoned diplomat and a disciplinarian. However, he will be working with the very board and commissioners who were allegedly complicit in the mismanagement or corruption cases against Jalal Arabia and Abdullahi Usman. He must exercise caution when dealing with them, as they have seen two previous executive chairmen fall from grace. They might threaten similar action if he doesn’t comply. It’s important to remember their past actions.

“Two board members, one a former commissioner in a South West State with close ties to President Tinubu, and another from a North East State close to Vice President Shetima, pose a significant challenge. Without an intermediary, if Ambassador Yusuf insists on fairness, justice, and prevents them from cutting corners, he must find a way to keep them in check.”

Yusuf’s appointment has been met with cautious optimism from NAHCON staff and the Forum of Executive Secretaries of State Pilgrims Welfare Boards, who believe his pedigree and experience make him well-suited for the role. However, goodwill alone will not suffice. The new chair must confront entrenched interests, streamline operational processes, and enforce accountability within the commission.

Corruption and favouritism have long plagued NAHCON, leading to exorbitant fees for pilgrims while the quality of services received remains inadequate. Issues such as high-level manipulation of Hajj slots and the misallocation of resources must be addressed head-on. Yusuf’s diplomatic skills will need to be matched by an unwavering commitment to reform, ensuring that he does not become merely a caretaker chair but a transformative leader.

 

Relations with Stakeholders: A Critical Balancing Act

One of the pressing issues facing Yusuf is the strained relationship between NAHCON and tour operators. Accusations of inadequate refunds for caution deposits and unfulfilled promises regarding allocations for the upcoming Hajj underscore the need for improved communication and collaboration. As deadlines for pilgrims’ data capture loom, the pressure mounts for Yusuf to resolve these tensions and restore faith among stakeholders.

The success of his leadership will ultimately be measured by his ability to implement efficient, transparent, and pilgrim-centred Hajj operations. For millions of Nigerians, the stakes are personal, as the quality of their pilgrimage experience hangs in the balance.

As Ambassador Abba Yusuf embarks on this critical journey, the challenges ahead are formidable. The legacy of his predecessors looms large, leaving him to grapple with the expectations of a nation eager for reform and accountability. The road to revitalising NAHCON is fraught with obstacles, but Yusuf’s blend of experience, integrity, and diplomatic acumen offers a glimmer of hope. Whether he can rise to the occasion and steer NAHCON towards a brighter future remains to be seen, but the Nigerian Muslim Ummah, along with stakeholders in the Hajj and Umrah sectors, will be watching closely.
