Yobe State Ministry of Health and Human Services has concluded its 2026 Joint Annual Review (JAR) and Quarterly Performance Dialogue, reaffirming the state’s commitment to strengthening the healthcare system through evidence-based planning, collaboration and accountability.
The two-day stakeholders’ engagement, held at the Emergency Operations Centre (EOC) Conference Hall in Damaturu, brought together senior government officials, heads of health institutions, directors, programme managers, development partners, and other key stakeholders to assess the performance of the health sector and set priorities for 2027.
The meeting was chaired by the Commissioner for Health and Human Services, Dr Muhammad Lawan Gana, who emphasised that the Joint Annual Review serves as a critical platform for evaluating achievements, identifying gaps, and developing practical strategies to improve health outcomes across Yobe State.
Participants reviewed the implementation of health programmes so far in 2026, examined key performance indicators, discussed challenges affecting service delivery, and agreed on strategic interventions to strengthen primary, secondary, and emergency healthcare services.
The engagement also marked the beginning of preparations for the 2027 Annual Operational Plan (AOP), which will guide the implementation of health programmes and resource allocation across the state.
According to the ministry, the review was conducted in line with the directive of the Federal Ministry of Health and the National Sector-Wide Approach (SWAp) Coordination Office, which required all states to complete their Joint Annual Reviews by the end of July 2026.
Stakeholders at the meeting commended the Ministry’s commitment to data-driven planning and pledged continued collaboration to improve access to quality healthcare services for the people of Yobe State.

The Quarterly Performance Dialogue provided a platform for participants to critically review achievements, identify implementation challenges, assess programme outcomes, and recommend practical strategies for improving service delivery across all levels of healthcare in Yobe State.
The ministry announced that preparations for the 2027 Annual Operational Plan will officially commence in August and continue through November 2026 in accordance with the national planning calendar issued to all 36 states and the Federal Capital Territory (FCT) Abuja.
