The Yobe State Government, through the Durable Solutions Secretariat, has concluded a two-day Budget Performance Review Meeting to assess the implementation of commitments to the State Action Plan (SAP) on Internal Displacement.
The meeting, supported by the Swiss Agency for Development and Cooperation (SDC) project and implemented by Save the Children International (SCI), took place in Kano, Kano State.
With focus on evaluating the execution of the 2025 state budget provisions linked to durable solutions for internally displaced persons (IDPs) and affected communities in Yobe State the engagement has participants drawn from key government Ministries, Departments and Agencies (MDAs), representatives of internally displaced persons, budget planning units, civil society organisations, members of the Durable Solutions Technical Working Group and other focal persons, the engagement reviewed progress made so far.
Speaking at the meeting, the Secretary to the State Government and Chairman of the Policy Advisory Committee on Durable Solutions, Alhaji Baba Mallam Wali, represented by the Executive Secretary of the Yobe State Emergency Management Agency, Dr Mohammed Goje, commended participants for their contributions.
He reaffirmed the state government’s commitment to transparency, accountability and effective service delivery in addressing the needs of displaced persons adding that the review demonstrates Yobe State’s determination to move beyond humanitarian assistance towards sustainable, development-driven solutions for people affected by displacement.
Findings presented at the meeting showed that Yobe State allocated about 27 per cent of relevant budgetary provisions in the 2025 fiscal year to interventions under the State Action Plan, significantly exceeding the five per cent benchmark earlier committed.
The allocation supports programmes aimed at recovery, resilience building, livelihood restoration and sustainable reintegration of displaced populations and their host communities.
The meeting also highlighted improved access to funds for durable solutions programmes, notable progress in project implementation across sectors such as health, education, agriculture and infrastructure, as well as strengthened coordination under the leadership of the Yobe State Emergency Management Agency (SEMA) and the Durable Solutions Secretariat.
Deliberations during the review produced a number of recommendations aimed at improving budget performance and increasing utilisation to between 80 and 100 per cent in the 2026 fiscal year.
The recommendations include streamlining approval processes, strengthening results-based reporting, building the capacity of planning officers and integrating SAP priorities more strongly into annual budgeting cycles.
