PAP: Otuaro Under Attack For Fighting Corruption – Ex-agitators’ Leader

National chairman of the Presidential Amnesty Programme (PAP) Phase 2 ex-agitators, Ibena Rufus Salvation, has said that the administrator of the Amnesty Programme, Dr. Dennis Otuaro, is facing growing opposition as he implements far-reaching reforms to reposition the programme and eliminate corruption.

He also stated that since assuming office, Dr. Otuaro has refused to allow business to continue as usual, a move that has unsettled entrenched interests.

The national chairman who stated this yesterday in support of Dr. Otuaro, described him as “a shining light” and commended his courage in “closing loopholes that allowed PAP funds to be looted in the past”. “All the noise we are hearing is because some people can no longer hijack the system for personal gain”, he said.

Salvation noted that many of the attacks and protests against the PAP boss are sponsored by those who have lost access to easy money. “Dr. Otuaro has blocked all illegal channels. That’s why the same people who were feeding fat on the programme before are now protesting. It’s not about injustice — it’s about entitlement mentality,” he said.

He added that the administrator’s focus has shifted the programme from “just stipends” to real empowerment, citing the introduction of vocational training and business support for ex-agitators. “Many of our people are now skilled workers and business owners. This is the first time we are seeing a serious transformation in PAP.”

The PAP Phase 2 leader also praised Otuaro’s hands-on approach, especially his visits to the creeks and constant engagement with ex-agitators. “Instead of sitting in Abuja like others, he goes to the villages and creeks. That is true leadership,” he stated, urging stakeholders to support the administrator to achieve the programme’s full potential.

“Despite the smear campaigns, Dr. Otuaro’s achievements continue to speak for themselves. From restoring transparency in fund management to expanding access to education and vocational training for over 3,000 beneficiaries, his leadership has revived hope in the amnesty programme.

“The distractions are many, but Otuaro is focused. We in Phase 2 are standing by him because we see the results. Let the detractors keep crying, we are moving forward. Those who genuinely want progress can see that things have changed for the better,” Salvation emphasized.
