The House of Representatives has passed for second reading a bill seeking to establish the South-East Institute for Vocational and Entrepreneurial Studies in Umuobom, Ideato federal constituency of Imo State.
The bill, sponsored by Hon. Ikenga Imo Ugochinyere, who represents Ideato federal constituency, was titled: “A Bill for an Act to Establish the South East Institute for Vocational and Entrepreneurial Studies, Umuobom, Imo State, to Harness the Innovative Talents, Entrepreneurship Spirit, Develop the Vocational Skills Relevant to Business Creation and Technological Problem-Solving, Prevalent in the South East Region of Nigeria.”
Leading the debate on the general principles of the bill during plenary on Wednesday, Ugochinyere said the proposed legislation was a bold and practical response to the country’s pressing challenges—youth unemployment, insecurity, and regional economic disparity
“This Institute will provide a foundation for sustainable development, skill transfer, enterprise incubation, and youth productivity in the South East and beyond,” the lawmaker said.
“The South-East is renowned for its deep-rooted entrepreneurial spirit and a culture of innovation, but these talents often lack formal incubation or technical refinement. This bill seeks to institutionalize that potential.”
Ugochinyere emphasised that aligning vocational education with modern business, innovation, and technological needs was critical for the region and the country at large. He added that a specialised federal institute would not only promote economic empowerment but also serve as a strategic tool for national security.
He explained that Clause 1 of the bill establishes the institute as a corporate entity under federal law, to be supervised by the Federal Ministry of Education through the National Commission for Colleges of Education.
“Clauses 2 to 4 provide for the establishment of a Governing Council, its composition, tenure, and oversight responsibilities,” he said. “Clauses 5 to 7 define the institute’s functions, including organizing full/part-time vocational programs, issuing diplomas, conducting research, and collaborating with partners locally and internationally.”
The bill also details the structure of leadership within the institute. Clauses 8 to 12 cover the appointment and responsibilities of the Rector, Deputy Rector, Registrar, Bursar, and Librarian, as well as staff regulations and pension entitlements.
Clauses 13 to 15 establish disciplinary frameworks for staff and students, while Clause 16 creates an Academic Board to regulate academic standards and ensure internal quality control. Clauses 17 to 21 address the financial structure of the institute, including funding sources, donations, audited accounts, and annual reporting to the federal government.
“The establishment of this institute is not only constitutional, but it is also a practical response to Nigeria’s triple dilemma of unemployment, insecurity, and regional underdevelopment,” Ugochinyere concluded.
Following the debate, the Speaker of the House, Rt. Hon. Tajudeen Abbas, who presided over the session, put the bill to a voice vote. It was passed without opposition and subsequently referred to the House Committees on Alternative Education and the South-East Development Commission for further legislative action.
