The Israel Football Association (IFA) has been found guilty of multiple breaches of its obligations as a FIFA Member Association, leading to sanctions imposed by the FIFA Disciplinary Committee. The decision follows a proposal by the Palestinian Football Association (PFA) at the 74th FIFA Congress and a subsequent mandate from the FIFA Council to investigate alleged discrimination.
The Disciplinary Committee concluded that the IFA violated articles 13 (Offensive behaviour and violations of the principles of fair play) and 15 (Discrimination and racist abuse) of the FIFA Disciplinary Code (FDC).
As a consequence, the IFA faces a fine of CHF 150,000 and has been issued a formal warning regarding its conduct. Furthermore, the IFA is mandated to implement a comprehensive prevention plan against discrimination. This includes displaying a prominent “Football Unites the World – No to Discrimination” banner with the IFA logo at its next three home A-level FIFA competition matches. The design and placement of these banners require FIFA approval.
The IFA is also required to invest one-third of the fine, within 60 days, into a plan focusing on reforms, protocols, monitoring, and educational campaigns in stadiums and on official channels for an entire season. This plan must also be approved by FIFA. The remaining balance of the fine is due within 30 days.
In its decision, the Committee emphasised that while its remit is confined to FIFA’s regulatory framework, it acknowledges the broader human context of football. The statement highlighted football’s role as a platform for peace, dialogue, and mutual respect, stressing the responsibility to uphold dignity, equality, and humanity, particularly during periods of conflict.
The IFA has been notified of the decision, which has been published on legal.fifa.com. The ruling is subject to a potential appeal before the FIFA Appeal Committee.
