Kano Assembly Scraps KNUPDA Law, Creates Two Metropolitan Agencies

The Kano State House of Assembly has passed the Kano State Physical Planning and Development Control Bill, 2026, abolishing the Kano State Urban Planning and Development Authority (KNUPDA) law.

The bill was passed after its second and third readings during plenary on Tuesday, following deliberation at the Committee of the Whole presided over by the Speaker, Rt. Hon. Jibril Ismail Falgore.

Briefing journalists after plenary, the Majority Leader and member representing Dala Constituency, Hon. Lawan Hussaini, said the new law establishes the Kano Metropolitan Area Management Agency (KAMA) and the Kano Development Control Agency (KADCA) to oversee physical planning and development control across the state under the supervision of the Ministry of Land and Physical Planning.

He said the two agencies would assume all functions previously performed by KNUPDA, including development control, approval of building plans, urban renewal, city planning and enforcement of physical planning and environmental regulations.

According to Hussaini, individuals and organisations intending to undertake new construction or redevelopment projects would be required to obtain approvals from the new agencies, which would also carry out inspections to ensure compliance with approved standards and planning regulations.

He said the establishment of the agencies was aimed at promoting orderly urban development and repositioning Kano to meet modern and internationally accepted physical planning standards.

The Majority Leader confirmed that the law establishing KNUPDA had been repealed, thereby dissolving the agency and transferring all its statutory powers and responsibilities to the newly created metropolitan development authorities.

Meanwhile, Speaker Falgore inaugurated an ad hoc committee to work with the Secretary to the State Government to harmonise the responsibilities of the Ministries of Agriculture and Livestock Development.

The committee is expected to facilitate the transfer of all matters relating to animal husbandry, fisheries and other livestock-related functions from the Ministry of Agriculture to the Ministry of Livestock Development in line with the Assembly’s resolution.
