Chelsea Hit with £10m Fine, Suspended 2-window Transfer Ban

Chelsea have been fined £10 million and handed a suspended two-window transfer ban after self-reporting 74 breaches of Football Association regulations committed before the club’s current ownership took charge.

The Football Association announced the sanctions on Friday following an investigation into violations of FA Rule E1.2, which covers football agent regulations, intermediary rules and third-party investment in players.

According to the FA, the offences occurred before the club’s new owners completed their takeover of Chelsea.

An independent Regulatory Commission had initially imposed a suspended six-point deduction in addition to the £10 million fine. However, Chelsea successfully appealed against that aspect of the punishment.

An independent Appeal Board subsequently overturned the points deduction and replaced it with a suspended registration ban covering two consecutive transfer windows. The suspension will remain in place until 30 June 2027, meaning the sanction will only be activated if the club commits further breaches during that period.

Chelsea did not contest the financial penalty, with the FA confirming that the entire £10 million fine will be channelled into grassroots football development across England.

The FA also revealed that investigations into the conduct of individuals linked to the case are continuing.
