For the proposed Africa Credit Rating Agency (AfCRA) to secure long-term acceptance in Africa’s capital markets, it must consistently demonstrate the core qualities that define every credible Credit Rating Agency, DataPro said.
DataPro in its August rating brief said that these include independence, methodological transparency, analytical rigour, sound governance and rating rationales that provide meaningful insights into relative credit risk.
According to the rating firm, as AfCRA builds out its rating portfolio, industry participants are calling for the agency to ensure that its processes are consistently applied and clearly communicated.
“Comprehensive rating rationales, transparent assumptions and well-defined analytical criteria all contribute to strengthening confidence in rating outcomes.”
It noted that in the credit rating industry, reputation is measured over time, not by mandate.
It explained that “as AfCRA develops its coverage across sovereigns, corporates and financial institutions, market participants will assess its analytical performance through three key lenses: the stability of its ratings, the timeliness of rating actions, and the relationship between assigned ratings and subsequent credit outcomes.
“A demonstrated record of analytical consistency and predictive value will ultimately carry greater weight than institutional aspirations or market expectations.”
DataPro also pointed out that “for AfCRA, long-term market acceptance will depend on its ability to embed the qualities that global investors and regulators expect independence from political and commercial pressure, clear and replicable methodologies, robust governance frameworks, and ratings that offer genuine insight.
“As these qualities become evident over time, the discussion is likely to shift from whether AfCRA can earn investors’ confidence to how it can contribute to strengthening Africa’s credit rating ecosystem and supporting the continued development of the continent’s capital markets.”
It added that with Africa’s financing needs growing and local currency bond markets deepening, a credible home-grown rating agency is seen as critical to providing context-specific risk assessments, reducing reliance on foreign agencies, and lowering the cost of capital for African issuers.
