Abubakar Adamu Rasheed: A Rare Scholar, Reformer And Public Servant

Unlike most Nigerian appointees, who hang around the corridors of power after their tenure seeking another opportunity, Prof. Abubakar Adamu Rasheed is an exception.

After years of reshaping the country’s university system as the executive secretary of the National Universities Commission (NUC), Prof. Rasheed, rather than lobbying for a higher office, returned to his first passion: teaching in the Ivory Tower.

When he stepped down as the helmsman of NUC on 26th June, 2023, it marked the close of a transformative chapter in Nigeria’s university education.

Yet, rather than retreating from public life, Rasheed chose to return to where his journey began: the university lecture halls. His decision reaffirmed his lifelong commitment to scholarship, mentorship and the nurturing of academic excellence.

Born on 22nd January 1959 in Kano State, Prof. Rasheed’s journey into academia began in the humanities. He graduated from Bayero University Kano (BUK), then broadened his intellectual horizons at the University of Nottingham, before earning a PhD from Ahmadu Bello University (ABU), Zaria.

These formative experiences combined rigorous scholarship with a global perspective, shaping both his teaching philosophy and his vision for institutional leadership rooted in quality and innovation.

Rasheed’s rise through the academia was steady and distinguished. From lecturer to research scholar to administrator, he demonstrated an uncommon ability to balance academic rigour with transformative leadership.

His appointment as the vice-chancellor of Bayero University, Kano, in 2010 was a defining moment. Over a five-year tenure, he oversaw major infrastructure expansions, strengthened research programmes, and repositioned the university as a competitive, research-driven institution.

Under his leadership, the school became a benchmark for progressive university governance in Nigeria.

In 2016, Rasheed took his expertise to the national stage as the NUC’s executive secretary. There, he spearheaded reforms that reshaped Nigeria’s university system by improving accreditation processes, elevating academic standards and expanding access through the licensing of new institutions, particularly private universities.

He also championed research innovation, curriculum review and digital transformation, leaving an indelible mark on Nigeria’s higher education system.

His tenure coincided with a period of rapid expansion and modernisation of Nigerian universities to a global standard.

After nearly seven years of national service, Rasheed returned to BUK, reclaiming his role as a professor and mentor.

This return to the classroom represents a full-circle moment, from shaping policies at the highest level to directly influencing the next generation of scholars and leaders.

In doing so, Prof. Rasheed has demonstrated that reform and scholarship are not separate pursuits but complementary forces in advancing society.

His legacy in Nigerian higher education is evident not only in policy frameworks, institutional reforms, and the expansion of universities, but also in the aspirations and achievements of countless students and academics inspired by his example.

During his tenure as the executive secretary of the NUC, the Nigerian university system saw a remarkable increase in the number of institutions licensed and approved, particularly private universities.

Rasheed once emphasised the importance of widening access to higher education; “If you look at the population of over 200 million and consider that total enrolment in our universities today is less than two million… that is just one per cent of the population. I think that is not healthy.”

Rasheed’s dedication to shaping students’ moral and intellectual character has remained constant.

Recently, during a matriculation at Margaret Lawrence University in Abuja, he urged the new students to combine academic excellence with strong ethical values.

He reminded them that education is not merely a personal achievement but a tool for societal contribution.

Rasheed cautioned against adopting negative societal behaviours and encouraged the students to remain disciplined, focused and purposeful in their studies.
