Niger State Internal Revenue Service (NGSIRS) has set a N100 billion Internally Generated Revenue (IGR) target for 2026, following a 91.49 per cent increase in revenue recorded between 2024 and 2025.

The state’s IGR rose from N34.66 billion in 2024 to N66.37 billion in 2025, placing Niger third in the 2026 annual IGR growth ranking.

The head of special duties at the Office of the Executive Chairman of NGSIRS, Aminu Mohammed Bawa, attributed the growth to institutional reforms, legislative changes, and stronger engagement with key stakeholders.

Speaking with LEADERSHIP Friday, Bawa said the reforms focused on improving staff capacity, automating tax administration, blocking revenue leakages and strengthening debt recovery.

He said the service had trained and retrained its personnel, improved staff welfare, and deployed an integrated tax administration platform that covers processes from assessment and filing to the issuance of Tax Clearance Certificates.

According to him, the introduction of a cashless policy had also helped to minimise revenue leakages, while tax audits and other legal measures were being used to improve debt recovery.

Bawa also cited the Niger State Tax Administration and Consolidation Law 2022, as amended in 2023 and 2026, as a major legal framework supporting the service’s operations.

He said the amendments had strengthened NGSIRS’s powers and harmonised tax collection across the state.

On the three broad areas that drove the huge jump in revenue, he said, “Legal – this entailed enactment of laws that support and strengthen the agency, such as the Niger State Tax Administration & Consolidation Law 2022, with its amendments in 2023 & 2026, which not only granted greater powers to the NGSIRS but also harmonised tax collection in the state.”

Bawa further identified improved cooperation with the state government, its ministries, departments and agencies (MDAs), local government areas and taxpayers as another factor behind the revenue performance.

Bawa credited the state governor and the NGSIRS chief executive with driving the reforms that led to this feat.

“This performance by the NGSIRS was a result of the support of the Farmer Governor Umar Bago for the NGSIRS as the chief revenue officer of the state and the reforms initiated by the executive chairman, NGSIRS, Mohammed Madami Etsu,” he stated.

He further revealed that the service was now focused on sustaining the momentum and meeting its 2026 revenue projection.
