The Association for the Emancipation of the Oppressed People of Bauchi State has issued a seven-day legal notice to Governor Bala Abdulkadir Mohammed, demanding the reversal of the reported allocation of 61 newly acquired housing units along the Bauchi-Gombe Road to security personnel.
The association warned that it would institute legal proceedings against the governor and the Bauchi State Government if the allocation was not reversed within seven days, insisting that the properties should instead be made available to state civil servants.
In a formal legal notice dated October 20, 2026, issued through its legal counsel, Musa Ogah & Co., the association’s president, Alhaji Ahmed Hassan Buzaye, questioned the reported expenditure of billions of naira in public funds on the housing project.
The group expressed concern that allocating the properties to security personnel could undermine the housing needs of Bauchi State civil servants, many of whom, it said, continue to struggle to secure affordable accommodation.
It argued that the government had a responsibility to prioritise the welfare of its workforce and ensure that public resources were allocated transparently, equitably and in accordance with relevant laws and regulations.
The association also questioned whether the government had adequately considered existing federal government housing provisions for security agencies and the long-term implications of allocating the properties to personnel who might subsequently be transferred out of the state.
It further raised concerns about the timing of the reported allocation ahead of the 2027 general elections, warning that the decision could raise questions about the perceived independence and neutrality of security agencies.
The group called for transparency in government decisions involving security institutions, stressing that public confidence in the electoral process must be protected as preparations for the 2027 elections gather momentum.
The legal notice, signed by Musa Mohammed Ogah, managing partner of the law firm, warned that failure to comply with the demand would lead to legal action against the governor and the state government.
According to the notice, the proposed suit would challenge the legality of the procurement and allocation processes, including their compliance with the Bauchi State 2026 Appropriation Law.
The association also indicated that it would seek an injunction to prevent further distribution of the housing units pending the determination of the case.
Meanwhile, Senator Shehu Buba Umar has called on relevant authorities to investigate the circumstances surrounding the acquisition and proposed allocation of the 61 housing units.
In a statement issued on Saturday by his media aide, Comrade Sabo Mohammed, the senator urged the Bauchi State House of Assembly to exercise its constitutional oversight responsibilities by investigating the project, auditing the source and authorisation of the funds, and determining whether the expenditure received the necessary legislative approval.
He also called on relevant government agencies to provide detailed information about the transaction, including the procurement process, the categories of intended beneficiaries and the legal basis for committing state resources to the project.
The senator maintained that the authorities should establish whether the acquisition and proposed allocation were carried out in accordance with the law and in the best interests of the people of Bauchi State.
He further urged labour and professional organisations, including the Nigeria Labour Congress (NLC), Trade Union Congress (TUC), Nigeria Union of Teachers (NUT), Judiciary Staff Union of Nigeria (JUSUN), Nigerian Medical Association (NMA) and Nigerian Bar Association (NBA), to examine the matter and take appropriate steps to protect the interests of their members and the wider public.
According to him, the central issue was whether the expenditure and allocation of the 61 housing units were undertaken lawfully, transparently and in a manner that served the public interest.
He argued that, at a time when households and public servants were grappling with rising living costs, the government must demonstrate financial prudence, provide clear legal justification for its decisions and explain the public benefits of the expenditure.
Senator Buba clarified that his call for an investigation should not be interpreted as a declaration of guilt against any individual or institution, but as a demand for accountability, transparency and credible explanations.
He urged the Bauchi State Government, the State House of Assembly, anti-corruption bodies and other relevant investigative agencies to conduct a prompt, impartial and comprehensive examination of the matter.
The senator stressed that the people of Bauchi State had the right to know how public funds were spent, why the properties were acquired, who the intended beneficiaries were and whether all relevant laws had been followed.
He called on the appropriate authorities to establish the facts and ensure that the management of public assets remained subject to accountability and public scrutiny.
As of the time of filing this report, the Bauchi State Government had yet to respond to the allegations.
