The Central Bank of Nigeria (CBN) has appointed eight pre-shipment inspection agents and two monitoring and evaluation agents for crude oil and gas exports, and reallocated export terminals among them.
The appointments take effect from October 2, 2026, under the Nigerian Export Supervision Scheme. They were contained in a circular dated October 29, 2026 (ref: TED/FEM/FPC/PUB/001/005), signed by Aderinola Shonekan, Director of the Trade and Exchange Department.
The circular, issued in line with the Pre-shipment Inspection of Imports Act No. 10 of 1996, is addressed to authorised dealer banks, the Nigeria Customs Service, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), the Nigerian National Petroleum Company Limited, the Nigerian Midstream and Downstream Petroleum Regulatory Authority, terminal operators, oil and gas companies and the public. It directs all of them to ensure compliance.

Arlington Securitas Nigeria Ltd will monitor Dakee Engineering and Construction Ltd, Trobell International Nigeria Ltd, Robinson International Energy Ltd and Integrated Shipping Services Nigeria Ltd.
The latest move follows several adjustments to the scheme. In May 2024, the CBN appointed 11 agents: nine pre-shipment inspection agents and two monitoring and evaluation agents. Dakee Engineering and Construction and Arlington Securitas were on that list. The allocation of terminals was reviewed in March 2025. In July 2026, the bank named Candid Oil Services Ltd as inspection agent for the Taurus Oil and Gas Depot.
The new circular changes the companies responsible for inspecting export cargoes and the terminals each one covers.
The appointments come as gas export earnings grow. According to CBN data, Nigeria earned $2.53 billion from gas exports in the first quarter of 2026.
