Two-time minister and first female deputy governor of Plateau State, Dame Pauline Tallen, has been confirmed as the chairlady of the upcoming Papyrus Global Mayors Conference and Awards (PAGMACA) 2026, further elevating the profile of what is widely regarded as a premium gathering of local government leaders in Africa.
In a statement yesterday, the organisers said Tallen’s political journey is deeply rooted in grassroots governance, having begun her career at the local government level as a councillor—a foundation that has shaped her enduring commitment to community development and inclusive leadership.
Over the decades, she has risen through the ranks to become one of Nigeria’s most respected voices in public service.
The statement explained that she rose to national prominence when she was appointed minister of State for Science and Technology under former President Olusegun Obasanjo, marking her entry into federal leadership after years of grassroots political engagement.
Building on that experience, she went on to make history as one of the pioneering female deputy governors in Nigeria and the first in Northern Nigeria, serving in Plateau State, where she played a significant role in governance, peacebuilding, and social development.
From her start as a councillor at the local government level to her federal and state leadership roles, Pauline Tallen’s career reflects a rare depth of experience across all tiers of government, positioning her as a trailblazer for women in governance and a model of inclusive, transformative leadership, the organisers said.
As the minister of Women Affairs, Tallen championed several landmark initiatives aimed at advancing gender equality and protecting vulnerable groups. Under her leadership, the ministry intensified efforts against gender-based violence, strengthened policies on women’s economic empowerment, and amplified Nigeria’s commitment to global frameworks on gender inclusion. Her tenure also saw increased visibility for women in governance and a stronger push for female participation in politics and massive empowerment.
A recipient of national honours, including the Officer of the Order of the Federal Republic (OFR) and a Knight of St. Gregory (KSG), Tallen’s contributions to national development and public service have earned her widespread recognition both locally and internationally.
Her long-standing relationship with the Papyrus Global Mayors Conference and Awards is equally notable. She has chaired all seven previous editions of the conference, bringing continuity, credibility, and high-level influence to the platform. Her consistent presence has been instrumental in shaping the event into a respected continental forum for dialogue, recognition, and collaboration among local government leaders.
“Her leadership represents the very essence of what PAGMACA stands for—grassroots impact, resilience, and transformational governance,” Chief Doofan Damsa-Justin the managing director said.
The PAGMACA 2026, scheduled to take place in Abuja from April 29 to May 1, 2026, is expected to convene an array of distinguished participants, including mayors, local government chairmen, policymakers, and international development partners. The conference will focus on strengthening local governance systems and positioning African communities to harness emerging global opportunities, particularly in rural development and sustainable living.
As chairlady of the occasion, Tallen will preside over key segments of the conference, including the prestigious awards ceremony, where outstanding local government leaders will be honoured for excellence in governance and community impact.
Her confirmation not only underscores the importance of the event but also signals a continued commitment to excellence, leadership, and the advancement of governance at the grassroots level across the continent.
