EU, Germany Back NEMSA As Nigeria Unveils Mini-grid Interconnection Standards

The Nigerian Electricity Management Services Agency (NEMSA), with strong backing from the European Union and the Government of Germany, on Tuesday launched the National Guidelines for Interconnecting Solar Mini-Grids to Distribution Networks in Abuja, to ensure safer, more reliable rural electrification across Nigeria.

Speaking at the event, NEMSA managing director, Olusegun Adesayo said the guidelines provide clear procedures, technical requirements, interconnection models, and operational standards for integrating solar mini-grids into existing distribution networks without compromising grid stability, power quality, system reliability, or public safety.

“The guidelines also seek to reduce uncertainties for investors and developers while strengthening collaboration among Distribution Companies (DisCos), mini-grid developers, regulators, and other stakeholders,” Adesayo said.

He noted that the framework aligns with the Electricity Act 2023, the Mini-Grid Operations framework, NERC regulations, existing NEMSA standards, and international best practices, including standards from the International Electrotechnical Commission (IEC).

The permanent secretary, Federal Ministry of Power, Mahmuda Mamman, who unveiled the guidelines, commended NEMSA for the initiative and thanked international partners for their sustained support to Nigeria’s power sector.

He reaffirmed Nigeria’s commitment to strong partnerships and innovative solutions in expanding electricity access, particularly through solar mini-grids in underserved communities.

Mamman, who was represented of the ministry’s director, Distribution, Mustapha Umar, said the guidelines support the federal government’s drive to expand electricity access, strengthen energy security, and accelerate economic development.

He urged distribution companies, mini-grid developers, financiers, and technical service providers to implement the rules and collaborate to unlock the full potential of interconnected mini-grids.

 

“The guidelines are expected to strengthen investor confidence, reduce technical and regulatory uncertainty and improve system reliability,” he said.

 

He also highlighted Nigeria’s participation in regional efforts such as the Mission 300 compact signed in Tanzania in 2025, aimed at expanding renewable energy access across Africa.

 

As part of the initiative, the EU and the German government handed over advanced solar testing equipment to NEMSA to support field inspections of mini-grid installations. The equipment was procured under Phase III of the Nigerian Energy Support Programme (NESP), co-financed by the EU and Germany and implemented by GIZ.

 

Adesayo expressed appreciation to the development partners for their continued technical support, saying the new equipment would improve the quality, accuracy, and efficiency of solar mini-grid inspections nationwide.

 

First secretary and head of Development Cooperation at the German Embassy in Nigeria, Dr Karin Jansen, reaffirmed Germany’s commitment to Nigeria’s energy transition and renewable energy expansion. She described the launch as an important milestone for the country’s electricity sector.

 

“Solar mini grids have made significant progress in Nigeria,” Dr Jansen said, noting the evolution from early isolated installations to today’s more sophisticated interconnected systems powering communities across the country.

 

She said Nigeria’s solar mini-grid sector has become one of the fastest-growing on the African continent over the past decade, and that this growth now demands a clear, standardised framework to protect investors, consumers, and the integrity of the wider power grid.

Dr. Jansen said the guidelines would also support long-term sustainability by ensuring projects are developed to consistent standards, reducing technical failures, safety risks, and the inconsistencies that have historically slowed investment in emerging energy markets.

A key goal of the guidelines is to build confidence among private investors, whose participation is seen as essential to scaling up energy access in underserved communities. By introducing uniform technical standards and clear compliance requirements, the document is expected to reduce market uncertainty, making it easier for developers and financiers to plan and fund projects with greater predictability.

The head of Cooperation at the European Union Delegation to Nigeria and ECOWAS, Massimo De Luca, commended NEMSA and partners for their long-running support for mini-grids and stressed the need for strict compliance. Drawing on field experience, he said past projects provided the practical examples used to shape the standards and warned against lowering quality in deployment.

 

“If the standards applied are not good, there cannot be good delivery,” he said, urging communities, developers, and distribution companies to insist on high quality.

Head of Programme at the Nigerian Energy Support Programme, Duke Benjamin, lauded NEMSA’s collaboration, noting that continued capacity-building support would strengthen the agency’s regulatory role in the sector.
