Federal Government Unveils Unified Housing Delivery Framework

The federal government has unveiled a Unified Housing Delivery Framework to harmonise housing policies and accelerate large-scale housing delivery across states.

Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, who announced the framework on Thursday in Ilorin, Kwara State, at the 14th Meeting of the National Council on Lands, Housing and Urban Development, also stated that the move will help tackle Nigeria’s housing deficit and promote sustainable urban development.

While explaining that the initiative would reposition Nigeria’s housing sector to operate as a single, coordinated national system rather than fragmented interventions, Dangiwa added that the framework is designed to strengthen collaboration among the federal government, states, and local governments. He said it will ensure that federal housing institutions work collectively to support state-level housing implementation rather than operate in silos.

According to him, the ministry has adopted a “One Government” approach under which federal housing agencies will have clearly defined and complementary roles, providing states with a predictable structure for partnership, scale and measurable housing outcomes.

He reaffirmed that the Ministry of Housing remains the coordinating authority for housing, land and urban development, while outlining the federal delivery and financing architecture supporting the Renewed Hope Agenda, including the Federal Mortgage Bank of Nigeria, Federal Housing Authority, Nigeria Mortgage Refinance Company, MOFI Real Estate Investment Fund and Family Homes Funds.

Dangiwa said states are expected to actively participate under the framework through four flagship programmes: the Renewed Hope Housing Programme, state-led social housing initiatives, urban renewal and inner-city regeneration projects, and a housing public-private partnership investment platform.

He noted that the framework comes at a time when many states have improved fiscal capacity and are seeking structured partnerships with the Federal Government and private investors to accelerate housing delivery and infrastructure development.

Speaking at the event, Chairman of the House Committee on Urban Development, Hon. Awaji-Inombek Abiante, warned that poor land-use planning poses public health risks. At the same time, Kwara State Deputy Governor Kayode Alabi identified high building material costs as a significant constraint to housing delivery and called for increased local content and improved access to mortgage finance.
