Lawyer Petitions PSC Over Alleged Police Interference In Abuja Land Dispute

A legal practitioner, Chibuzor Obiajunwa, has petitioned the Police Service Commission (PSC) over alleged interference by some police officers in a disputed parcel of land in Karsana, Abuja.

Obiajunwa, of the House of Law Attorneys, alleged that AIG Victor Olaiya and SP Muhammad Buhari, attached to the Office of the AIG, Zone 7, authorised a company claiming ownership of the land to commence construction despite ongoing court cases over the property.

In the petition dated September 21 and addressed to the chairman of the PSC, Obiajunwa alleged that the disputed 2,500-square-metre parcel of land, identified as MF-12, was initially bought in 2024 for N180 million through Britking Homes and Properties Ltd.

He alleged that Chizome Ventures Ltd subsequently resold the same property to Prime Force Industrial Company Ltd, a firm owned by some Chinese nationals, for N400 million in February 2026.

According to him, a petition over the matter was submitted to the inspector-general of police (IGP) on May 7 and subsequently assigned to the IGP Intelligence Response Team for investigation.

He said a suit, marked FCT/CV/2153/2026, was also instituted at the High Court of the Federal Capital Territory seeking a declaration of title over the property.

Obiajunwa added that Prime Force Industrial Company Ltd had instituted another suit, marked FCT/HC/CV/3787/2026, over the same property.

The lawyer alleged that while the ownership dispute was before the courts, Prime Force Industrial Company Ltd moved construction equipment onto the land on September 10 and commenced development.

He further alleged that when he and representatives of the affected party challenged the construction, policemen attached to the AIG’s office arrested them and took them to the police station.

According to the petition, Buhari told him that the police were investigating a complaint of trespass and that the company had complained that it was being prevented from developing the property.

Obiajunwa alleged that Buhari informed him that the police investigation had established Prime Force Industrial Company Ltd as the owner of the land and that the company had police protection to continue construction.

He further alleged that on September 12, parishioners attempted to stop the construction, prompting him to contact the DCO of Karsana Police Post, SP John Ameh, who reportedly went to the site with policemen and persuaded the company to stop work.

The lawyer alleged that Buhari subsequently contacted him and directed him to ask the Karsana police team to leave the property, saying, “The construction was being carried out with the authorisation of the AIG, Zone 7.”

Obiajunwa said he later met with Olaiya on September 14, alongside representatives of the parties and Buhari, and raised concerns about the continued construction on the disputed property.

He alleged that the AIG asked the parties to make statements to the police and said he would get back to them.

The lawyer also alleged that his subsequent findings showed police investigation related to a Direct Criminal Complaint, marked CR/31/2026, filed by Prime Force Industrial Company Ltd and Zhichao Cai against Chizome Ventures Ltd.

According to him, the complaint contained allegations of criminal conspiracy, criminal breach of trust, cheating and obtaining by false pretences and had been forwarded by a Magistrates’ Court in Wuse to the Inspector-General of Police for investigation.

Obiajunwa alleged that the police had, instead of focusing on the alleged double sale of the property, become involved in the civil dispute over ownership of the land.

He said the Inspector-General, in a letter dated September 17, directed the AIG, Zone 7, to stay action on the investigation pending the conclusion of the earlier police investigation being carried out by IGP-IRT.

Obiajunwa urged the PSC to investigate the conduct of the officers in relation to the matter and take appropriate action if wrongdoing was established.
