Minister Wades Into Lower Niger River Basin Authority Industrial Crisis

The Federal Ministry of Water Resources and Sanitation has taken steps to restore industrial harmony at the Lower Niger River Basin Development Authority following recent unrest that disrupted the agency’s operations.

The minister of Water Resources and Sanitation, Prof. Joseph Utsev, made this known during a stakeholders’ meeting in Abuja, where he expressed concern over the industrial dispute and its impact on the Authority’s activities.

Utsev described the situation as unfortunate, noting that River Basin Development Authorities play a critical role in irrigation development, water resources management, food security, and rural economic growth in line with the administration’s development agenda.

While acknowledging workers’ and labour unions’ right to seek redress for grievances, the minister stressed that such concerns must be addressed through established administrative channels.

He condemned acts of violence, intimidation, and disruption of official duties, saying they were inconsistent with the principles of the Nigerian Public Service.

The minister said the ministry had earlier deployed a fact-finding team to the Authority following reports of growing tensions within the organisation. The team was tasked with engaging stakeholders, investigating the issues, and recommending measures to restore peace and strengthen institutional stability.

Utsev said the team submitted a report containing recommendations to rebuild trust, promote industrial harmony, and enhance cohesion within the Authority.

He added that the recommendations had been approved by the ministry and implementation had already commenced before fresh developments complicated the resolution process.

The minister appealed to the Authority’s management, labour leaders, and staff members to embrace dialogue and constructive engagement in the interest of the organisation and the nation.

“Food security and sustainable development cannot thrive in an atmosphere of conflict and instability,” he said.

Also, the ministry’s permanent secretary, Emanso Umobong, urged public servants to adhere to the Public Service Rules and uphold discipline, accountability, and professionalism in carrying out their responsibilities.

The managing director of the Authority, Olumoroti Olushola, dismissed allegations of administrative irregularities, suppression of accountability mechanisms, and unauthorised deployment of heavy-duty equipment against the management.

He maintained that all procurement processes were conducted in line with the provisions of the Public Procurement Act, 2007, and involved relevant officials.
