NiCare Seeks To Uphold Health Insurance Enrollees’ Right

The executive secretary of Niger State Contributory Health Agency (NiCare) Sulayman Abu-Bakr, has urged health facilities to uphold the rights of enrollees .

He stated this at the weekend during the meeting of stakeholders from the three senatorial zones of the state, saying that denial of services or the collection of unauthorised fees would not be tolerated.
Abu-Bakr posited that ” health facilities must uphold the rights of enrollees, denial of services or the collection of unauthorised fees will not be tolerated”.

He stated that the meeting was aimed at sharing the outcomes of its second quarter quality assurance , monitoring & evaluation with stakeholders.

The executive secretary said the town hall meetings were designed to directly engage stakeholders, improve accountability, and strengthen service delivery across the state’s health system.

He clarified that all approved medications are captured in the Niger State Essential Drug List, and reminded participants that capitation payments also cover infrastructure maintenance and professional standards, not just service provision.

The Chairman of the State House of Assembly Committee on Health and Nutrition, Hon. Umar Nasir , lauded NiCare for its proactive approach while underscoring the importance of public enlightenment on the rights and responsibilities of both enrollees and caregivers.

Hon. Nasir also disclosed plans to sponsor a motion encouraging legislators to adopt the enrollment of poor and vulnerable citizens into health insurance schemes as part of their constituency projects, with expectations that this initiative will be reflected in the 2026 state budget.
