RMAFC Warns Officers Against Abuse of Office, Process Manipulation

The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) has warned its officers against abuse of office, conflict of interest, favouritism and manipulation of official processes.

The chairman of the Commission, Dr Muhammed Bello Shehu, gave the warning on Monday at the opening of a five-day sensitisation and capacity-building workshop organised by the Commission’s Anti-Corruption and Transparency Unit (ACTU) for newly recruited officers.

The workshop, organised in collaboration with the Independent Corrupt Practices and Other Related Offences Commission (ICPC), is taking place at the Bafra Hotel in Kaduna State from September 14 to 18, 2026. It is for officers at RMAFC’s headquarters and state offices in the North-West geopolitical zone.

Speaking on behalf of Shehu, the Federal Commissioner representing Kwara State and the Provost of ACTU, Hon. Ismail Muhammed Agaka, said that RMAFC’s constitutional responsibilities place it at the centre of Nigeria’s fiscal governance.

He said the commission’s role required not only competence and diligence, but also an uncompromising commitment to integrity, accountability, transparency and due process.

According to him, public trust is earned when public officers discharge their duties honestly, transparently and responsibly in the interest of the nation.

Shehu said every decision taken, public resource handled and official process undertaken by officers must meet the standards of legality, accountability, fairness and transparency.

He said corruption was not limited to bribery or the diversion of public funds, but could also manifest as abuse of office, conflict of interest, favouritism, manipulation of official processes, and deliberate disregard for established rules and procedures.

The chairman urged the officers to develop a culture in which integrity was not merely preached but consistently demonstrated through their daily conduct, professional decisions and interactions with members of the public.

“As officers of the Commission, we must be above reproach. Let integrity guide our decisions, accountability define our actions, and service to the nation remain our overriding commitment,” he said.

Shehu also charged the participants to take full advantage of the workshop by deepening their knowledge, engaging with the resource persons and applying the lessons learnt to improve their professional conduct and service delivery.

He urged them to demonstrate humility, mutual respect and professionalism in their dealings with colleagues and members of the public.

In his welcome address, the chairman of ACTU, Dr Idris Musa, described the fight against corruption as a collective responsibility of every public servant.

Musa urged the participants to ensure that their decisions and actions were guided by integrity and accountability in the nation’s interest.

He cautioned them against practices that could undermine public confidence in government institutions, including abuse of office, conflicts of interest, favouritism, manipulation of official processes, and disregard for established rules and procedures.

He also called on the officers to uphold transparency and accountability in managing public resources and in the execution of their official responsibilities.

The ICPC representative at the event, Dr Anike Adeshina, Assistant Director, Public Education, said the workshop formed part of the Federal Government’s broader anti-corruption campaign.

She said the programme was designed to induct new officers into a culture of ethical and responsible public service.

Adeshina said the workshop would strengthen the participants’ understanding of the need to conduct government business in accordance with established laws, regulations, procedures and ethical standards.

She urged the officers to promote and protect integrity in the workplace while rejecting practices that were inconsistent with the ethics of the public service.

She commended the RMAFC chairman for organising the programme.

Some participants said they expected the training to improve their ethical conduct and the quality of service delivery in the Commission.

An accountant at the RMAFC Zamfara State office, Aminu Sani, said the workshop would provide him with additional knowledge and experience to perform his responsibilities effectively.
