Defence Headquarters (DHQ) has exonerated field commanders of complicity in the delayed payment of Ration Cash Allowance (RCA) of soldiers deployed for internal operations.
The director of Defence Media Operations, Maj.-Gen. Magnus Kangye, said any delay could only occur through the financial system, not from the commanders or the military high command.
Kangye gave the explanation yesterday when he responded to questions from journalists during a press briefing at the DHQ.
Soldiers deployed for the DHQ-led operations, “Fansan Yamma” in the North West and “While Stroke” in the North Central, had complained of not being paid their RCA since August 2025.
In his response, Kangye said, “The issue of soldiers’ welfare has been a recurring issue with us and we have been explaining.
There is no way a field commander will be given money to feed his troops and pay them operational allowance, and that commander will refuse to do that. This means that the soldiers will fight on an empty stomach, and their morale will be dampened. So, if that happens in the bush, where will the soldier get money to feed himself so that he will even be strong enough to tell you all these facts?
“So, these are some of the narratives meant to discredit the efforts of the troops and their commanders in the field.
“Yes, there may be some, probably because there could be a delay in paying their RCA in some instances. But definitely, RCA will be paid. A delay of a day or two is probably due to certain transaction issues. Nothing is perfect. No system is perfect. Even God tells us nothing is perfect, only Him,” he said
