The chairman of the Yobe State House of Assembly Standing Committee on Public Service, Hon, Zanna Babagana, has called on the Office of the Head of Service to ensure that seniority is observed in all civil service appointments.
He made the call during the 2026 budget defence session involving the Office of the Secretary to the State Government, the Head of Service, and its parastatals, held before the committee.
Zanna expressed concern about the disregard for seniority in civil service appointments especially at the Director cadre up to the level of Permanent Secretaries.
He described the practice as a major factor weakening the structure of the civil service and a violation of established civil service rules in the state.
The chairman stressed the need for the office of the head of service to uphold transparency and fairness when filling vacancies or promotion of officers, noting that proper procedure is vital to strengthen the state civil service and ensure effective governance.
He commended the Head of Service for issuing a circular on the embargo of all contract appointments, stressing that such measures will enable younger officers to contribute meaningfully to the development of the civil service.
Responding, the Head of Civil Service, Abdullahi Musa Shehu, assured the House that the office will continue to ensure that proper procedures are adhered in all cadre appointments within the state civil service.
Represented by the permanent secretary, Public Administration, Hamidu Isa, the Head of Service also pledged to continue working closely with the House Standing Committee on Public Service to ensure due process and uphold standards in the civil service
