Hong Kong To Raise Passport, Visa, Permit Fees

The Hong Kong Immigration Department has announced a wide-ranging increase in fees for immigration and passport-related services effective from September 8, 2025.

The increments marked the first significant revisions of immigration charges in several years.

Officials said the new charges will apply to services such as entry permits, visa extensions, re-entry authorisations, and travel document applications.

According to officials, the changes aim to align with the “user pays” principle and ensure full recovery of operational costs.

The fee adjustments followed a recent review, which showed that existing rates no longer cover the services’ cost.

However, increases will vary, with some fees rising by over 50 per cent. For instance, the cost of an ordinary visa will rise from $230 to $330, while a three-year multiple-entry permit will increase from $935 to $1,350.

Other affected services include the Seaman’s Identity Book rising from $310 →to $430, Transit Visa from $120 → $170, Change of Stay Conditions from $230 →$330
while the Multiple Re-entry Permit rises from $170 →to $210.

Also, the APEC Business Travel Card for 5 years rises from $540 →to $700. A 32-page adult passport will cost $430 (up from $370), while a 48-page child passport will rise from $230 to $260. The new fees apply to both new applications and renewals.

Overseas applicants will also pay more as express delivery to North America and Europe will increase from $220 to $310, and registered airmail from $47 to $60.

Authorities stressed that the adjustments are not intended to deter travel or business, but are necessary to maintain service standards. “To meet rising operational costs and sustain service quality, fee adjustments are required,” a department spokesperson said.

The Immigration Department noted that fees have remained unchanged for years despite expanded services and rising costs.
