FG Partners PNC Forum To Examine Presidential Directive On Local Content

The Federal Government, through the Nigerian Content Development and Monitoring Board (NCDMB), is partnering with dmg Nigeria to host the 15th edition of the Practical Nigerian Content (PNC) forum to review Nigeria’s content progress and align stakeholders on implementation priorities.

The organisers say stakeholders at the forum will also examine the impact of the Presidential Directive on Local Content and chart the next phase of indigenous capacity development in Nigeria’s oil and gas industry.

Scheduled to hold later this year, the forum is expected to assemble senior government officials, regulators, operators, indigenous service companies, financiers and manufacturers to assess the implementation of local content policies and their implications for investment, industrial growth and in-country value creation.

Both organizers said the 2026 edition comes at a critical period for the energy industry as stakeholders reflect on 15 years of Nigerian Content implementation while responding to changing global energy dynamics, evolving investment requirements and the need to strengthen domestic execution capacity.

The focus is to review how the Presidential Directive on Local Content is shaping the enforcement of the Nigerian Oil and Gas Industry Content Development Act (NOGICD Act), its impact on investment decisions and its contribution to expanding local capacity across the sector.

According to a joint statement issued by the organisers, discussions will examine how Nigerian Content can move beyond compliance requirements to drive competitiveness, industrialisation, financing and stronger collaboration across the oil and gas value chain.

The statement noted that the forum has, over the past 15 years, served as the industry’s leading platform for reviewing progress in local content implementation and aligning stakeholders on practical measures to deepen indigenous participation.

Local content in Nigeria’s oil and gas industry has increased from about five per cent in 2010 to 61 per cent, while indigenous producers now account for more than 50 per cent of the country’s oil and gas production.

The organisers said these achievements have positioned Nigeria as a leading reference point for local content development across Africa, with several countries looking to the Nigerian model to strengthen indigenous participation and industrial growth.

They also highlighted the impact of the NCDMB’s 10-year strategic roadmap, which has supported the creation of more than 50,000 jobs through initiatives aimed at promoting local enterprise development, in-country value addition and domestic capacity expansion.

Speaking on the significance of the event, Executive Secretary of the NCDMB, Felix Omatsola Ogbe, described the PNC Forum as an important platform for reviewing Nigeria’s local content journey and defining priorities for the next phase of industry development.

He said the forum would provide stakeholders with an opportunity to assess progress, address emerging challenges and identify practical strategies for sustaining growth in local content performance.

Also commenting, Wemimo Oyelana, said the forum has consistently brought together key stakeholders driving Nigerian Content implementation and industry growth. “The PNC Forum has brought together the key stakeholders driving Nigerian Content implementation and industry growth. Fifteen years on, the Forum continues to provide the platform where Nigerian Content’s most pressing issues are examined openly,” he said.

Oyelana added that the 2026 edition would closely examine how the Presidential Directive on Local Content is influencing implementation of the NOGICD Act and what the next phase of progress should look like for the industry.

He noted that the forum would also explore strategies for strengthening local participation, attracting investment and building sustainable industrial capacity in Nigeria and across Africa.
