UK Conservatives Plan Social Housing Ban For Foreign Nationals

The UK Conservative Party has pledged to end access to social housing for certain foreign nationals in England if it wins the next general election, saying the policy could free up about 228,144 homes for British families.

According to the BBC, the proposal would affect two main categories: foreign nationals seeking new social housing tenancies and couples currently living in social housing where neither partner is a UK, Irish or EU citizen.

The Conservatives said the policy was necessary because the Labour government had “lost control” of immigration, leaving British families facing long waits for social housing.

However, Labour rejected the proposal as unworkable, accusing the Conservatives of copying a policy previously proposed by Reform UK.

Labour also argued that the plan would do little to resolve the country’s housing crisis, which it blamed partly on the Conservatives’ record during their years in government.

The Conservative proposal follows a pledge by Reform UK leader Nigel Farage in June to give foreign tenants three months to find private accommodation or face deportation if his party comes to power.

Under the Conservative plan, households deemed ineligible for social housing would reportedly have six months to leave their homes.

A single tenant who is neither a UK, Irish nor EU citizen would lose their social housing, regardless of whether they have children.

The same rule would apply to couples where neither partner is a UK or EU citizen and neither has EU settled status. People with EU settled status would be exempt.

For new social housing tenancies, only UK nationals and people with EU settled status would qualify under the Conservative proposal. Newly arrived EU citizens without settled status would also be excluded.

The BBC reported that foreign nationals who already hold settled status, refugee status or certain humanitarian protections are currently eligible for social housing. Asylum seekers generally do not qualify, except in exceptional circumstances, including some cases involving domestic abuse.

Social housing, which is mainly provided by local councils and housing associations, is generally cheaper and offers greater security of tenure than privately rented accommodation.

The Conservatives had previously considered introducing a requirement for foreign nationals to have lived in the UK for 10 years before becoming eligible for social housing while they were in government in 2024.

The latest government figures cited by the BBC showed that 1.34 million households were on social housing waiting lists as of March 2025.

However, the data also showed that most new social housing lettings went to single people, with UK nationals accounting for 89 per cent, or approximately 233,000, of lead tenants receiving new social lettings in 2024-2025.

Refugees accounted for 2.3 per cent of new lettings during the period. Of those, about 800 were UK nationals and 3,900 were non-UK nationals. Afghan nationals represented the largest group among refugee tenants, followed by Ukrainians.

Conservative shadow work and pensions secretary Helen Whately defended the proposal, arguing that permanent settlement in Britain should be linked to employment, tax contributions and integration rather than being treated as an automatic welfare entitlement.

“Britain cannot be a cash machine for the world. Labour has lost control of immigration and lost control of the welfare bill, and it is British families picking up the bill and sitting on waiting lists,” Whately said.

Labour Housing Secretary Angela Rayner, however, said the policy would affect refugees as well as people who had lived in Britain for many years.

She warned that the proposal could increase the risk of homelessness among families.

“No amount of headline-chasing, or following Reform to the extremes, can hide the damage the Tories did to our housing system,” Rayner said.

Rayner described the proposal as an unworkable version of Reform UK’s policy and argued that it failed to tackle the underlying housing shortage.

Housing and homelessness charity Shelter also criticised the plan, stressing that social housing is already subject to strict eligibility rules and is not automatically provided to people when they arrive in Britain.

Shelter chief executive Sarah Elliott said the proposal could result in families and elderly residents losing their homes.

“These divisive plans would brutally kick people out of their homes, including thousands of families and pensioners who have lived in them for decades,” Elliott said.

Elliott blamed the country’s housing emergency on the failure of successive governments to build enough affordable social homes.

Meanwhile, Reform UK home affairs spokesperson Zia Yusuf accused the Conservatives of copying his party’s policy without going far enough.

Yusuf criticised the proposed exemption for people with EU settled status, arguing that it would leave many foreign nationals eligible for British social housing.

“Incredibly, Kemi Badenoch’s new policy is to allow tens of thousands of foreign nationals from the EU to occupy British social housing funded by British taxpayers. Reform UK will ensure British social housing is strictly for British citizens,” Yusuf said.
