Speaker, Abia State House of Assembly, Emmanuel Emeruwa says the House is a life to its responsibility of monitoring budget implementation by the ministries, departments, and agencies.
Emeruwa stated this while declaring open a three-day capacity-building workshop on public debt and financial management for officials of the Dtate Debt Management Office in Umuahia, the capital.
The workshop, which had “Public Debt and Financial Management,” as it’s theme, is facilitated by JB Analytical Global Concept Limited in collaboration with the Debt Management Office, Abuja.
While describing the theme as apt, he noted that the era of reckless spending and management of public finances in the state had been confined to the dustbin of history.
In his goodwill message, the member representing Isialangwa North and South Federal Constituency at the House of Representatives, Ginger Onwusoibe commended the state governor organising the workshop.
Onwusoibe, who is the chairman of the House Committee on Financial Crimes, urged the participants to maximize the opportunity provided to strengthen their knowledge and professional competence.
In his remarks, the commissioner for Finance, Uwaoma Ukandu, said the workshop in tandem with Governor Alex Otti’s pledge to run a fiscal discipline, accountability, and sustainable human and capital development administration.
He noted that achieving modern infrastructure, an efficient healthcare system, quality education, and economic transformation would be a mirage without strong and virile fiscal foundations.
In his welcome address, the general manager of the office, Kingsley Nwigburu, urged the participants to attention full attention to every aspect of the workshop to make their jobs easier for them.
He noted that prior to the Otti administration, the debt management system of the state was near comatose, saying since then there had been remarkable achievements in various areas.
He said the areas include improved collaboration with the National Debt Management Office and fiscal discipline, which has led to reduction of the debt profile from N191.2 b in 2023 to about N48.3 b in 2026.
