Nigeria’s insurance sector has reached a defining milestone with the conclusion of the industry-wide recapitalisation exercise. The National Insurance Commission (NAICOM) confirmed that most licensed firms have met new capital thresholds, while eight companies await final verification, and the status of seven others remains pending.

According to NAICOM, the companies awaiting review submitted evidence of compliance shortly before the July 31, 2026 deadline. They are currently undergoing final verification and regulatory review, a process expected to be concluded within 14 days.

The Commission also disclosed that a significant number of the 58 licensed insurance companies in Nigeria have already satisfied the new capital requirements. The approved firms include 23 non-life insurers, 10 life insurers, 8 composite insurers, and 2 reinsurance companies.

NAICOM described the successful conclusion of the main exercise as a turning point for the sector.
“The successful conclusion of the exercise marks a defining milestone in the transformation of Nigeria’s insurance industry and signals the beginning of a new era for insurance in Nigeria,” the Commission stated.

According to NAICOM, the reform represents a major step towards building a stronger, more resilient, adequately capitalised, professionally governed, and policyholder-focused insurance sector.
The regulator said the newly capitalised industry is now better positioned to support national economic growth, deepen financial inclusion, mobilise long-term investment capital, and contribute meaningfully to the stability of Nigeria’s financial system.

The recapitalisation drive raised minimum capital requirements for life, general, and composite insurers. The objective, NAICOM said, was to weed out under-capitalised firms and strengthen policyholder protection.

With the 14-day review window now underway, market stakeholders expected, “NAICOM to announce the final list of compliant insurers. This is expected to pave the way for mergers, new partnerships, and increased capacity to underwrite big-ticket risks.”

Industry players said the reforms should boost public confidence, attract foreign investment, and enable Nigerian insurers to compete more effectively across Africa.

In a related development, Guinea Insurance Plc on August 3, 2026 announced on the Nigerian Exchange that it raised N12.6 billion through a hybrid offer, positioning it above the N15 billion minimum capital requirement for non-life insurers set by NAICOM.

The company said the capital raise was concluded through a rights issue and private placement, executed in line with regulatory guidelines and with all requisite approvals obtained from the Securities and Exchange Commission (SEC).

“The funds raised from both transactions will be aggregated with the Company’s existing paid-up capital. This places the Company above the NAICOM threshold for non-life insurance companies under the ongoing industry recapitalisation framework, subject to final regulatory capital verification,” the statement read.

Guinea Insurance described the development as a significant step forward in its recapitalisation journey, adding that the fresh capital will be deployed to strengthen its financial position, enhance underwriting capacity, and deliver long-term value to stakeholders.
