Buni represented by his Deputy, Hon Idi Barde Gubana, stated this while launching a two-day capacity-building workshop for local government officials, organised by the Ministry for Local Government and Chieftaincy Affairs in collaboration with the Independent Corrupt Practices and Other Related Offences Commission (ICPC) Borno/Yobe Office at the Desert Multipurpose Conference Hall, Damaturu.

The Governor said the workshop, which brought together Chairmen, Secretaries, Directors of Personnel Management, Planning Officers, Treasurers, Auditors from all 17 Local Government Areas, and key participants from relevant Ministries, Departments, and Agencies (MDAs), is aimed at strengthening fiscal transparency, accountability, and ethical governance at the grassroots.

He said his administration has implemented strategic reforms, including the Yobe State Public Financial Management Law (2020), the introduction of digital revenue and payment systems, and strengthened audit compliance, all to ensure value for money in public expenditure.

Buni said the deployment of digital payment systems at both state and local government levels has improved revenue generation, enhanced financial regulations, and promoted audit compliance, enabling the successful execution of numerous development projects across the state.

The Governor said local governments play a pivotal role in achieving the state’s development goals, emphasizing that timely release of funds is critical for the swift implementation of programmes and projects at the grassroots.

He equally said the collaboration with the ICPC will not only enhance the institutional capacity of local government officials but also promote integrity, transparency, and ethical practices in public service.

Also, the Speaker of the Yobe State House of Assembly, Hon. Chiroma Buba Mashio, represented by member representing Geidam constituency, Hon. Mohammed Ali, said the legislature has consistently supported fiscal reforms and values the strengthened partnership between the Executive, Legislature, and oversight institutions.

The ICPC Resident Anti-Corruption Commissioner for Borno and Yobe States, Mr. Linus Gubbi, commended the Ministry for Local Government and Chieftaincy Affairs for the strategic partnership with the Commission and for demonstrating a clear commitment to transparency, accountability, and ethical governance.

Gubbi said the collaboration reflects a shared understanding that effective public administration must be rooted in integrity and that sustainable development can only thrive where public resources are managed responsibly stressing that the ICPC remains committed to supporting institutions to internalize standards and apply them consistently at all levels of government.

The Commissioner for Local Government and Chieftaincy Affairs, Alh. Ibrahim Adamu Jajere, said the ministry has been working closely with local governments to promote financial discipline through training, policy guidance, and improved financial reporting and reconciliation mechanisms.

Jajere said these efforts have contributed to better planning, responsible budgeting, and improved delivery of services to citizens, noting that the workshop is another step in deepening institutional knowledge on fiscal laws, ethical governance, digital financial systems, and audit compliance.
