Digital Justice: ECOWAS Court Launches Electronic System To Improve Transparency

The Community Court of the Economic Community of West African States (ECOWAS Court) has taken a significant step to improve the administration of justice through digital means with the launch of the Electronic Case Management System (ECMS) to enhance transparency.

The launch of the ECMS  under the theme: “‘Promoting Digital Justice: Improving Access, Efficiency and Transparency through Electronic Case Management,” was a milestone in the deployment of  technology to  strengthen access to justice, for the benefit of over 400 million citizens of the sub region.

President of the Court, Ricardo Goncalves, in his remarks while officially launching the platform in Abuja on Monday, said the ECMS platform “is a secure, multilingual, web-based electronic platform that will enable the digital management of all stages of judicial proceedings, from the electronic filing of claims to digital archiving, including case management, electronic notifications, secure communication and real-time monitoring of cases.”

The platform, according to the President, is available in English, French and Portuguese, stressing that it will significantly reduce administrative delays, eliminate unnecessary bureaucratic procedures and enhance transparency, institutional accountability and the efficiency of the Court’s services.

“The benefits will be clear for all users: legal professionals will be able to submit documents and monitor cases remotely; litigants will benefit from easier access and faster processing; Member States will see their confidence in a modern and efficient justice system strengthened; judges will have better tools for case management; and the Court’s Registry will operate with a fully digital and more efficient administration.

“It is important, however, to bear in mind that digital transformation does not replace the judicial function. Technology is a tool in the service of justice, and the Court’s decisions remain firmly grounded in the law, judicial independence and fairness,” the President stated.

Chief Registrar of the Court, Dr. Yaouza Ouro-Sama, said the official Go Live Launching Ceremony of the ECMS of the Community Court was a project defined by innovation, efficiency, and accessibility in the administration of justice across our region.

The Community Court of Justice has long been a beacon of fairness, integrity, and accountability. With the introduction of this electronic system, we reaffirm our commitment to strengthening the rule of law and ensuring that justice is not only done, but is seen to be done, swiftly, transparently, and equitably. We affirm our commitment to easy access to Community justice.

Speaking on behalf of the President and the College of Judges of the Community Court of Justice, ECOWAS, he said the Court has developed the ECMS, which demonstrates its strategic commitment to efficiency, accessibility, institutional modernization and judicial excellence.

He emphasized that the milestone is more than a technological advancement adding that it is a transformational leap as it will Streamline case management by reducing delays and eliminating bottlenecks and enhance transparency by providing real-time access to case information for all stakeholders.

He said further that the platform will promote accessibility by bridging geographical divides and ensuring that justice reaches every corner of the community and strengthen regional integration by harmonizing judicial processes across ECOWAS member states.

Acting Deputy Registrar of the Court and ECMS Project Manager, Marie Saine, who gave an overview of the project, highlighted its vision and the painstaking efforts required to initiate the project and how to drive the process of its implementation across the institution.

“The ECMS did not emerge from a vacuum. It is rooted in a clear and deliberate institutional vision. That vision traces its origins to the ECOWAS Vision 2020 and finds renewed expression in the aspirations of ECOWAS Vision 2050, a framework that calls on our community’s institutions to be modern, effective, and people-centred,” she said.

She noted that the ECMS is a product of the Court’s own Strategic Plan 2026–2030, entitled: “Justice 2030”, adding  that  the plan sets out three defining priorities for this institution: greater efficiency in judicial processes; stronger protection of human rights across the ECOWAS Community; and improved access to justice for all persons within our community.
