The federal government has launched the Human Resource (HR) Modules of the Integrated Personnel and Payroll Information System (IPPIS), marking a major milestone in its drive to modernise the Federal Civil Service through digital innovation, improved workforce management and enhanced service delivery.
The Go-Live ceremony in Abuja, organised by the Office of the Head of the Civil Service of the Federation (OHCSF), signalled the commencement of a comprehensive digital platform designed to harmonise personnel records, eliminate administrative inefficiencies and strengthen transparency and accountability across the Federal Public Service.
Speaking at the event, the head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack, described the launch as a watershed in the implementation of the Federal Civil Service Reform Agenda, noting that the IPPIS Human Resource Modules represent a comprehensive solution for managing the government’s most valuable resource, its workforce.
According to her, the platform goes beyond payroll administration by digitising the entire employee lifecycle, including biometric enrolment, onboarding, establishment management, payroll administration, employee mobility, self-service, HR and payroll variations, as well as workforce analytics.
Walson-Jack explained that the integrated system, currently serving more than 508 Ministries, Extra-Ministerial Departments and Agencies (MDAs), would improve data integrity, eliminate duplication of records, automate approval processes, strengthen internal controls and provide reliable audit trails for effective governance.
She added that the platform would also provide government with accurate workforce data to support evidence-based policy formulation, manpower planning and informed decision-making.
Highlighting the significance of indigenous technology, the head of Service said the migration to a locally developed platform aligns with the Federal Government’s Nigeria First Policy by promoting local expertise, safeguarding the security and sovereignty of government personnel data, and reducing reliance on foreign software licences.
Also speaking, chairman of the Federal Civil Service Commission, Prof Tunji Olaopa, described the launch as the culmination of nearly two decades of institutional reforms that began with the conception of IPPIS in 2006.
He noted that the HR Modules would empower more than 600,000 civil servants by enabling them to manage their personnel records electronically, download payslips, apply for leave online and support data-driven workforce planning across the public service.
Olaopa, however, stressed the need for effective change management strategies and the deployment of digital ambassadors in Ministries, Departments and Agencies to ensure seamless adoption of the new platform.
Managing director of Soft Alliance and Resources Limited, Dr Bisi Aina, said the deployment of the SoftSuite Human Capital Management platform demonstrates Nigeria’s growing technological capability and commitment to innovation in public administration.
According to him, the solution will strengthen governance, improve transparency and accountability, optimise workforce management and enhance service delivery throughout the Federal Public Service.
Earlier, the permanent secretary, Career Management Office, OHCSF, Mrs Nkiruka Jones-Nebo, described the Go-Live ceremony as another significant milestone in the ongoing digital transformation of the Civil Service.
She commended the leadership of the Head of the Civil Service of the Federation for driving reforms aimed at modernising human resource management, strengthening institutional capacity and improving the quality of public service delivery.
The ceremony featured the formal Go-Live presentation by the implementing firm and attracted Permanent Secretaries, senior government officials and civil servants from Ministries, Departments and Agencies across the country.
The launch of the IPPIS Human Resource Modules is expected to deepen digital governance within the Federal Civil Service while enhancing efficiency, accountability and data-driven human resource management across government institutions.
