The Federal Ministry of Housing and Urban Development has intensified efforts to tackle Nigeria’s housing deficit by promoting public-private partnerships (PPPs) and joint ventures as key drivers of large-scale housing delivery.
As part of this strategy, the Ministry will train heads of housing agencies and private developers on structuring viable PPP arrangements, targeting long-standing financing and execution challenges in the sector.
The programme, themed “Leveraging PPPs and Joint Ventures for Housing Development,” is organised with Shelter Advisory Services Limited and aims to equip stakeholders with the technical capacity to design bankable housing projects.
Experts have identified weak project structuring, poor risk allocation, and limited access to long-term finance as major barriers to housing delivery—issues the initiative seeks to address directly.
The training also precedes the Renewed Hope Housing PPP Summit, a platform designed to move beyond policy discussions toward actual project execution, with a focus on financing models and scalable delivery strategies.
Minister of Housing, Ahmed Musa Dangiwa, said the initiative is intended to bridge the gap between policy formulation and tangible housing outcomes, emphasising the need for bankable and implementable projects.
Chief convener of Shelter Advisory Services Limited, Dr Olayemi Rotimi-Shodimu, described PPPs as Nigeria’s most viable pathway to mobilising long-term capital and unlocking the value of public assets.
The summit will feature international and local stakeholders, including a keynote by Elena Panaritis and participation from Vice President Kashim Shettima and National Assembly housing committee leaders.
Despite renewed optimism, concerns persist over implementation, as past housing initiatives have struggled to deliver measurable results.
