Judges’ Welfare Essential For Judicial Independence — FCT Chief Judge

The Chief Judge of the Federal Capital Territory (FCT) High Court, Justice Husseini Baba-Yusuf, has said that improving the welfare of judicial officers is critical to safeguarding judicial independence, insisting that adequate living and working conditions are fundamental to the effective administration of justice.

Justice Baba-Yusuf made the assertion on Wednesday during the presidential commissioning of the newly completed 20-unit Judges’ Quarters in Abuja, describing the housing project as a strategic investment in Nigeria’s justice sector and democratic institutions.

According to him, the project, which was initiated less than two years ago, was completed in record time, reflecting purposeful leadership and a strong commitment to judicial reforms.

“What started as a vision, nurtured and driven by the relentless dedication of the Honourable Minister of the Federal Capital Territory, has finally unfolded into something extraordinary,” he said.

The Chief Judge noted that the commissioning of the residential quarters extends beyond the delivery of buildings, saying it demonstrates a deliberate effort to preserve the dignity of judicial office while addressing concerns over poor living conditions and post-service welfare.

“The welfare of judicial officers is not a privilege. It is an institutional necessity that promotes stability, enhances productivity, safeguards personal security and preserves the dignity that must accompany judicial office,” Justice Baba-Yusuf stated.

He stressed that an independent judiciary remains indispensable to democratic governance, adding that judges can only discharge their constitutional responsibilities with courage, impartiality and independence when backed by adequate institutional support.

According to him, constitutional guarantees alone are insufficient to protect judicial independence without complementary investments in infrastructure, welfare and conducive working conditions.

“The provision of these quarters is a significant contribution to judicial independence. Judicial officers require adequate infrastructure and dignified welfare arrangements to perform their adjudicative responsibilities efficiently, courageously and with complete fidelity to the rule of law,” he said.

Justice Baba-Yusuf commended President Bola Ahmed Tinubu for supporting the project, saying the initiative underscores the Federal Government’s commitment to strengthening the judiciary and advancing justice sector reforms.

He also praised the Minister of the Federal Capital Territory, Nyesom Wike, for conceiving and delivering the housing project, describing it as a landmark intervention in the nation’s judicial infrastructure.

On behalf of judges and staff of the FCT Judiciary, the Chief Judge pledged continued commitment to upholding the Constitution and dispensing justice without fear or favour.

He, however, appealed to the FCT Minister to extend similar housing initiatives to the FCT Sharia Court of Appeal and the Customary Court of Appeal, noting that both courts are integral parts of the FCT judiciary.

Justice Baba-Yusuf observed that similar accommodation projects had already been delivered for the National Industrial Court and the Code of Conduct Tribunal, while the Court of Appeal, the Federal High Court, the Body of Benchers and the Nigerian Law School had also benefited from related interventions.

He further noted that the new judges’ quarters come at a time when the FCT High Court is witnessing a growing caseload as Abuja continues to expand as Nigeria’s political, administrative and commercial centre.

The Chief Judge assured residents of the Federal Capital Territory that the judiciary would remain resolute in protecting the rule of law and ensuring the fair, impartial and timely dispensation of justice despite increasing demands on the courts.
