The all gave me a look, then looked at each other as if uncertain of whether or not to talk to me. They probably thought I was a government official. The first man I asked was reluctant to answer as he gave me a wary look. It was the Okada man beside him that spoke up, responding to my question to explain that it was some people hired by the Ministry of Environment to prevent hawking by the roadside causing the scene. And that they were in the process of burning the goods they had seized from the hawkers.
