NBC Clarifies Regulatory Actions Amid Censorship Concerns

The Director-General of the National Broadcasting Commission (NBC), Mr. Charles Ebuebu, has clarified the Commission’s recent regulatory actions amid growing concerns over press freedom and alleged censorship of broadcasters in Nigeria.

Ebuebu made the clarification during an interview on NewsNight, a programme on ARISE TV, on Thursday, April 23, 2026, where he addressed the controversy surrounding a formal notice issued by the NBC on April 17, 2026.

The notice had cautioned broadcast stations and presenters against violations of the Nigeria Broadcasting Code, triggering debate within media and civil society on the implications for press freedom.

Responding to the concerns, the NBC boss dismissed claims of censorship, stating that the directive was intended to reinforce professionalism rather than restrict media practice.

“The notice was not an assault on press freedom, but a firm reminder that broadcasting in Nigeria must be guided by professionalism, fairness and neutrality,” Ebuebu said.

He explained that while presenters and anchors are free to ask questions, solicit opinions and provide commentary, they must refrain from presenting personal opinions as facts or engaging in unprofessional conduct.

“Presenters must never state personal opinions as facts, bully guests, deny fair hearing or pass judgment on matters pending before the courts,” he added.

Ebuebu also emphasised that editorial responsibility rests with broadcast organisations, not invited guests, stressing the need for due diligence in handling sensitive claims.

“Broadcast stations are required to verify and substantiate serious allegations before airing them, as unverified claims risk breaching the Code and exposing stations to libel and slander liability,” he said.

On sanctions, the NBC DG outlined the Commission’s structured enforcement process, noting that regulatory actions are categorised under Classes A, B and C. He added that licensees are given the opportunity to respond and present their case before any final decision is taken.

Ebuebu maintained that the NBC’s mandate is to uphold standards that protect both journalists and the public interest, while ensuring compliance with the 1999 Constitution of Nigeria and Nigeria’s international human rights obligations.

He reiterated the Commission’s commitment to maintaining a balanced broadcast environment.

“The NBC remains committed to a broadcasting environment where freedom and responsibility go hand in hand,” he said.
