The National Chairman of the Presidential Amnesty Programme (PAP) Phase Two, Ibena Rufus Salvation, has denied reports that the Department of State Services (DSS) invited Niger Delta ex-militant leaders to a meeting in Abuja ahead of the planned November 2 protest.
Ibena said neither the DSS nor any other security agency had extended such an invitation to the ex-militant leaders, dismissing the online report as inaccurate.
He explained that the ex-militants operated an established leadership structure through which official communications were received and disseminated to members.
Reacting to the report, he said any genuine invitation from a security agency would be formally communicated through the recognised leadership structure.
“There was no invitation from any quarters, not DSS, not any security agency. The ex-militants have a leadership structure, and if anyone writes as an invitation, it will be received and communicated properly,” he said.
Ibena also cautioned genuine beneficiaries of the Presidential Amnesty Programme against allowing individuals he described as fake beneficiaries and non-beneficiaries to mislead them into actions that could expose them to avoidable trouble.

He urged programme beneficiaries to remain focused, law-abiding and committed to their welfare, warning them against being drawn into situations whose consequences could be difficult to manage.
The PAP Phase Two chairman further called on genuine beneficiaries to sustain their support for the programme’s administrator and President Bola Tinubu.
He expressed confidence in the leadership of the current administration, urging beneficiaries to remain committed to the programme and its objectives.
