The member representing Orhionmwon/Uhunwonde Federal Constituency of Edo State in the House of Representatives, Hon. Billy Osawaru, has said his constituency interventions are a direct response to years of infrastructural deficit, unemployment and limited government presence in the predominantly rural communities he represents.

Osawaru in a chat with LEADERSHIP in Benin yesterday, recalled that during the 2022–2023 electioneering period, he traversed difficult terrains and remote settlements in Orhionmwon and Uhunmwode local councils, engaging residents on what he termed his “Exposure Agenda.”

According to him, “I promised the people effective representation, empowerment and strong advocacy. I was fully aware of the enormity of the task, but I was determined to bring governance closer to the grassroots.”

Midway into his first term in 2026, the lawmaker said he has deliberately focused on need-based and people-oriented projects. These include the installation of solar-powered street lights in Ugu and Igbanke wards, as well as Idumwinye, Iguiye, Uvbe Nisi and surrounding communities.

“These interventions are meant to enhance security, extend economic activities and improve the quality of life of our people,” Osawaru explained.

He also noted that his economic empowerment programmes are targeted at reducing poverty and promoting self-reliance. Sewing machines, generators, water pumping machines, grinding and welding machines, as well as agro-based tricycles, have been distributed to constituents, adding that trading grants were given to market women across Orhionmwon and Uhunmwode.

“Empowerment is not charity; it is an investment in human dignity and sustainable livelihoods,” he said.

Speaking on his intervention in the agricultural sector, Osawaru disclosed that fertilisers were distributed to farmers to boost productivity, while key infrastructure such as the Izekor Road in Ugo Niyeke, Orhionmwon local government area, was constructed to ease movement of goods and people.

He added that over 12 solar-powered industrial boreholes, classrooms, primary healthcare centres and a link bridge have also been delivered.

“Access to water, health and education remains central to our development efforts,” he noted.

Youth capacity building, according to the lawmaker, remains a priority. He cited ICT empowerment programmes that included training and the distribution of brand-new HP laptops to 40 participants, alongside sports development initiatives.

“Our youths must be equipped with skills and exposure to compete favourably in today’s economy,” he added.

On his legislative role, Osawaru stated that representation goes beyond constituency projects. He revealed that he has moved more than 18 motions, sponsored over five bills and presented numerous petitions on behalf of his constituents.
