Rivers’ Future Uncertain As Emergency Rule Expires, Say Political Scientists

The Political Scientists Association of Nigeria (NPSA), on Tuesday, said that the period following the emergency rule in Rivers State might witness increased political tensions.

It said there will be likelihood of escalation of tensions if the parties involved in the crisis that led to the declaration of the state of emergency in the state were insincere with the agreement reached before the expiration of the emergency rule.

NPSA noted that the ambiguity surrounding emergency rule would necessitate clarification to avoid the precious time spent on contestations about its legality or otherwise.

The association made its views known in a statement titled “An Examination of Democratic Restoration in Rivers State: Lessons and Implications”, signed by its president, Prof. Hassan Saliu, and made available to journalists in Ilorin, Kwara State.

The group noted that, “the future of Rivers State politics remains uncertain, shaped by multiple factors and variables, most of which are on display in the last six months in the state.”

It added that,” the challenge of reversing political decisions made during emergency rule poses significant implications.

“The unfortunate Rivers crisis underscores the pervasive nature of patronage politics in Nigeria, characterised by the instrumentalisation of state power for personal or factional interests.

“The crisis exacerbated tensions in the state, precipitating social concerns and insecurity that reached a zenith shortly before the Federal Government’s intervention, suspected to be in favour of one of the factions.

“The suspended governor initially garnered sympathy, but some actions taken by the parties ultimately led to a breakdown in the initial peace negotiations. Consequently, the governor sought rapprochement with his political godfather to restore peace and reclaim the governorship.

“As the factional leaders negotiated the details of the new peace agreement to facilitate the return of the suspended governor and State Assembly, controversial political and financial decisions taken by the Federal Government-appointed Administrator of the state during emergency rule, Admiral Ibok-Ekwe Ibas, remain a concern.

“These decisions compounded the already precarious situation, underscoring the need for caution in the exercise of emergency powers.

“Everything seems to be quiet in the state for now, though not foretelling what may happen subsequently, especially with the sense of triumphalism and victimhood displayed by the leading figures in the crisis and the peace deals. Undoubtedly, lessons have been learned by all the major actors in the crisis.

“In conclusion, while an emergency rule may provide temporary relief, its far-reaching consequences can be detrimental to democracy and citizens’ welfare. It is crucial to approach the declaration of an emergency rule with caution, ensuring the security and protection of democratic structures and the interests of citizens.”
