SGF Sets Performance Targets, Launches New Accountability System

The Secretary to the Government of the Federation (SGF), Senator George Akume, has inaugurated a new Performance Management System (PMS) designed to improve transparency, accountability, and service delivery within the federal bureaucracy.

Speaking at the launch the PMS held at the Office of the Secretary to the Government of the Federation (OSGF), Senator Akume, in a statement by the director of information in his office, Segun Imohiosen, described the initiative as a critical tool in ensuring civil servants understand their roles and are held to measurable standards.

 

“PMS is a system that will ensure civil servants perform effectively and maximally within clearly defined metrics, leading to the achievement of set targets and goals,” he said.

 

The new framework forms part of the Federal Civil Service Strategy and Implementation Plan 2025 (FCSSIP 2025), and introduces performance targets tied to Key Performance Indicators (KPIs) for every department, unit, and staff member within the OSGF.

 

A key highlight of the ceremony was the signing of performance bonds between the SGF and the five Permanent Secretaries in the OSGF.

 

These bonds will be cascaded down to directors and staff across various departments, creating a direct line of accountability.

 

Permanent Secretary, General Services Office, Dr. Nnamdi Maurice Mbaeri, who spoke on behalf of his colleagues, expressed gratitude to the SGF and the Head of the Civil Service of the Federation (HCSF) for championing the reform.

“We are committed to ensuring that the PMS is not only implemented, but also embraced across the OSGF as a tool for excellence and effective service delivery,” Dr. Mbaeri said.

 

Also, speaking at the event, Director of Human Resources, Mr. Anthony Obioha, described the inauguration as “a call to action” for staff at all levels to take ownership of their responsibilities under the new system.

 

The PMS is expected to institutionalise a culture of performance tracking, timely feedback, continuous development, and recognition of excellence within Nigeria’s federal civil service.
