Agency Presents Audit Report On Kaduna Education Projects

Kaduna Local Government Accountability Mechanism (KAD-LGAM) has presented the Citizens’ Participatory Audit (CPA) report on selected 2024 education projects across 15 local government areas of Kaduna State.

The report was unveiled at a one-day dissemination exercise in Kaduna, supported by FCDO-PLANE and the Partnership for Agile Governance and Climate Engagement (PACE), among other development partners.

The audit assessed budget releases, procurement compliance, quality of work and execution status of projects, using field verification and feedback from community members.

Speaking at the event, the Lead of the Education Cohort of KAD-LGAM, Alheri Waje, said the CPA was conducted in 2025 in collaboration with the Office of the Auditor-General for Local Governments and development partners.

She explained that the audit aimed to strengthen accountability, enhance citizen participation and determine whether education investments were delivering value to communities.

According to Waje, findings revealed that 34.6 per cent of the projects were completed, 34 per cent were ongoing, while 21.2 per cent had not commenced at the time of assessment.

She added that 80.8 per cent of schools lacked project signposts, 78.8 per cent had no perimeter fencing and 40.4 per cent had no water source, noting that such gaps compromise safety, learning conditions and accountability.

Waje further observed that procurement information was largely inaccessible to citizens and monitors, limiting transparency and effective oversight, despite strong community interest in tracking project implementation.

“Education projects should display clear signposts showing contractors, costs and timelines. There is also need to prioritise fencing, water supply and basic classroom facilities, while institutionalising citizen monitoring through participatory audits and community committees”.

Head of Programmes at KAD-LGAM, Mr Seth Luke, described the CPA as a strategic tool for deepening transparency and accountability in public resource management, adding that it aligns with the Kaduna State Audit Law and OGP framework.

Earlier in his remarks, the Team Lead of KAD-LGAM, Yusuf Ishaku Goje, said the report would generate actionable recommendations for the Public Accounts Committee and the House Committee on Education to strengthen legislative oversight and improve value for money.

In separate remarks, the Auditor-General of Kaduna State, Dr Abubakar Abdullahi, who was represented by Yohanna Joshua, and the Auditor-General for Local Governments, Atiku Musa, commended the initiative, describing it as critical to improving financial discipline and service delivery.

The local government areas covered by the audit include Soba, Zaria, Sabon Gari, Lere, Kudan, Kaduna North, Kaduna South, Chikun, Kajuru, Igabi, Jema’a, Kachia, Sanga, Jaba and Kaura.
