Lift Africa Foundation Launches Kano Gender Justice Reform Framework Ahead Statewide Summit

Lift Africa Foundation, led by human rights lawyer, Aisha Hamman, has formally launched a structured Gender-Based Violence (GBV) Justice and Protection Reform Framework in Kano State, designed to strengthen survivor-centred justice delivery, improve inter-agency coordination, and close systemic gaps in case handling and prosecution.

The framework establishes a coordinated approach linking law enforcement, health services, prosecution agencies, and social protection institutions through defined referral pathways, case tracking systems, and standardised response protocols.

The initiative introduces a structured model for improving GBV response outcomes across Kano State, including standardised survivor referral and case management procedures; integration of police, medical, and legal response systems; institutional coordination protocols across justice sector actors; framework for data tracking and prosecution monitoring, and capacity-building mechanisms for frontline responders.

Aisha Hamman said the framework was developed in response to persistent gaps in justice delivery and survivor protection systems.

“This is a systems-level intervention designed to move GBV response from fragmented institutional action to a coordinated, accountable structure that ensures survivors are not lost between institutions,” she said.

The framework was developed following extensive legal fieldwork, case review processes, and stakeholder mapping across Northern Nigeria, where delays in prosecution, weak coordination between agencies, and limited survivor services have been identified as key barriers to justice.

Implementation is expected to begin through pilot coordination structures ahead of the upcoming Kano Gender Justice Summit to be held in december 2025 , where stakeholders will formally review and adopt components of the framework into a unified state-level declaration.

Legal and justice sector actors have described the framework as a critical step toward strengthening institutional accountability and improving conviction outcomes in GBV cases.
