Senate Passes Bill To Establish Federal Oil

The Senate has passed a bill to establish the Federal Oil and Gas Hospital in Benikrukru, Delta State. The hospital would address the health challenges of oil and gas workers and host communities affected by exploration activities.

The bill, sponsored by Senator Joel Thomas (APC–Delta), was presented during plenary by Senator Banigo Ipalibo Harry (PDP–Rivers), the chair of the Senate Committee on Health.

In her report, Senator Harry emphasised the critical need for a specialised medical facility in the oil-rich region.

According to her, the proposed hospital will offer comprehensive healthcare services, including emergency care and occupational health services, to individuals exposed to hazards from oil and gas operations.

“Workers in the oil and gas industry and members of host communities face serious health risks such as terminal illnesses, cancers, and injuries related to gas exploration activities,” she stated.

She noted that the absence of adequate healthcare infrastructure has contributed to rising agitation in the Niger Delta, negatively impacting both the region’s stability and Nigeria’s broader economic development.

Harry also highlighted the overwhelming support the bill received from stakeholders during a public hearing, pointing out the hospital’s strategic location in Delta State — a hub of Nigeria’s crude oil production.

“This hospital will fill a critical gap by providing unhindered access to quality healthcare and specialised medical expertise in environmental and occupational health,” she said, urging her colleagues to approve the bill.

Following a clause-by-clause review, the Senate unanimously passed the bill.
