The administration of Katsina State Governor Malam Dikko Umaru Radda has been singled out as an example of governance anchored in meticulous planning, clear foresight, and firm accountability. It has earned praise for delivering real democratic dividends within just two years.
This assessment was presented by Professor Muhammad Kabir Isa, Dean of the Faculty of Administration at Ahmadu Bello University (ABU) Zaria, during a special public lecture hosted by the Coalition of Academics for Katsina State Development to mark Governor Radda’s second year in office.
Speaking under the theme “Planning as a Panacea for Good Governance: The Dikko Radda Administration in Two Years,” Professor Isa described the governor’s approach as a deliberate break from trial-and-error politics, emphasising that the administration’s “strength lies in its planning culture, driven by data, strategic vision, and constant community input.”
According to a renowned scholar, this mindset has translated into reforms in far-reaching education, health, agriculture, and economic empowerment.
He cited the construction of 75 new secondary schools, including 15 mega schools with modern laboratories, ICT suites, and dormitories, all strategically sited based on geospatial analysis rather than political patronage.
Professor Isa noted that over 100,000 girls have gained access to education through the AGILE programme alone, with full government support covering tuition, uniforms, transport, and hygiene needs, significantly cutting the rural dropout rate.
He also highlighted the merit-based recruitment and deployment of over 7,000 new teachers according to a teacher-gap index, ensuring qualified staff reach the areas most in need.
Beyond classrooms, the administration has rolled out Smart Schools for special needs children and underprivileged students, invested over N640 million in tertiary bursaries, and launched Smart Classroom pilots with digital whiteboards and e-learning tools, all aimed at ensuring at least 60% of Katsina’s youth are digitally literate by 2027.
In health, Professor Isa told the gathering that Governor Radda inherited a fragile system and has since rebuilt over 30 primary healthcare centres into fully functional community hospitals running on solar power and stocked with essential drugs.
He celebrated the Katsina Micro Health Insurance Scheme, introduced in 2024, which subsidises care for low-income families and informal workers.
The administration’s push for human capital development includes a Future Doctors Scholarship Programme and a planned State College of Nursing and Midwifery in the 2025 capital budget. Meanwhile, 41 Katsina students are currently studying medicine abroad through government sponsorship.
Turning to the economy, Professor Isa stressed that Governor Radda’s government understands that “prosperity must begin with the farmer,” highlighting the mass mechanisation programme, distribution of tractors and harrows through cooperative leasing, not gifts and the deployment of solar-powered irrigation clusters for year-round cultivation.
The Professor described the Katsina Farmer Registration and Verification System (K-FARMS) as a “game changer” that has eliminated ghost beneficiaries and channels subsidies directly to genuine farmers who work the land.
Professor Isa summarised the administration’s ethos as follows: “What Katsina demonstrates today is not just good governance but a governance culture rooted in planning, foresight, and accountability. It is a model worthy of study and replication by other subnational governments.”
He concluded with a call to leaders nationwide: “Democracy must deliver. And for it to deliver, leaders must plan, they must act with discipline, and above all, they must put the people first.”
Governor Radda’s office reaffirmed its commitment to staying the course, ensuring that strategic planning remains the backbone of sustainable growth for every Katsina citizen.
