Inflation: Theophilus urges Tinubu to raise amnesty programme budget

Oyeintonbra Friday Theophilus, Secretary General of the United Advocates for Good Governance and Leadership, has called on President Bola Ahmed Tinubu to raise the annual budget of the Presidential Amnesty Programme (PAP) from NGN65 billion to NGN200 billion, citing inflation and the need to sustain peace in the Niger Delta.

In a statement released Wednesday, Theophilus praised the leadership of Chief Dennis Otuaro, who heads the PAP, for redefining peace and development in the region.

He said under Otuaro’s stewardship, PAP has empowered thousands of beneficiaries, reduced youth unemployment, and significantly curbed militant activities.

“Since Chief Otuaro’s tenure began, over 3,000 youths have been trained in vocational skills, while 2,000 others have received scholarships for formal education,” Theophilus noted.

He added that PAP has also facilitated the creation of 300 small-scale businesses, resulting in a 20% decline in youth unemployment and a 30% reduction in militancy across the Niger Delta.

Despite these accomplishments, PAP is grappling with NGN100 billion in debt, leaving vendors unpaid and threatening the sustainability of its initiatives.

Theophilus emphasized that the programme’s budget, which has remained unchanged since 2017, is no longer sufficient in light of rising costs.

“With the 2025 cost of living adjustments, it is imperative to raise the allocation to sustain PAP’s achievements and pay off its debts,” he urged.

Theophilus highlighted Otuaro’s inclusive leadership approach, which fosters collaboration with the National Security Adviser, security agencies, parastatals, international organizations, youth groups, and private sector stakeholders.

This collaborative model, he said, has contributed to maintaining peace and promoting sustainable development in the region.

Women’s empowerment has also been a key focus of the programme, with 40% of PAP’s initiatives dedicated to equipping women with skills, resources, and leadership opportunities.

“Women are the backbone of our communities,” Otuaro said, underscoring their critical role in driving peace and prosperity in the Niger Delta.

He cautioned that failure to approve the budget increase could undermine the programme’s ability to sustain its impact.

“We plead with President Tinubu to approve the budget increase without prejudice,” Theophilus added.
