Kano House Passes LG Service Commission, Amends Assembly Service Agency Law

Kano State House of Assembly has passed into law a bill establishing the Kano State Local Government Service Commission, as well as an amendment to the Kano State House of Assembly Service Commission Law, 2026.

The two bills were passed yesterday during plenary after consideration at the Committee of the Whole and a third reading. The session was presided over by the speaker, Jibrin Falgore.

Addressing journalists shortly after the sitting, the Majority Leader, Hon. Husseini Lawan, said the amendment to the Assembly Service Commission Law provides for the appointment of two deputy clerks instead of one.

He explained that the new law creates the positions of Deputy Clerk (Administration) and Deputy Clerk (Legislative), both of which are equivalent in rank to a permanent secretary in the state civil service.

According to him, the Assembly Service Commission will recommend candidates for the positions, subject to approval and confirmation by the House through a simple majority vote.

Lawan further disclosed that the amendment also makes provisions for the creation of additional departments within the Assembly structure, including a Works Department to oversee constituency projects of honourable members.

On the newly established Local Government Service Commission, the Majority Leader said the body would be responsible for the recruitment, training, retraining, discipline, transfers and welfare of local government staff from Grade Level 7 and above.

He noted that the commission would be headed by a chairman not below Grade Level 15 or a retired permanent secretary in the state civil service.

He added that members of the commission would serve a four-year term, renewable once for another four years, stressing that the commission would also include representatives of key stakeholders and individuals of proven integrity.
