Katsina State government has signed a Memorandum of Understanding (MoU) with COSMOS Residential City Nigeria Limited to develop 3,750 Aqua-Agro housing units in Kankia and Radda towns.

The move is described as a major boost to sustainable urban development, job creation and economic diversification in the state.

The ceremony took place at the Governor’s Office, Muhammadu Buhari House, Katsina, in the presence of top government officials, key stakeholders and representatives of the investor company.

Speaking at the event, Governor Dikko Umaru Radda described the agreement as a landmark achievement in the housing sector and a reflection of his administration’s commitment to people-centred development.

He said the partnership represents a strategic public-private initiative designed to expand access to decent housing, stimulate socio-economic growth, and improve livelihoods in beneficiary communities.

According to the governor, the project will deliver about 3,750 housing units across Kankia and Radda, integrating housing with agricultural and economic empowerment components.

He stressed that the MoU followed a transparent and rigorous process, including a comprehensive review of documentation and assessments by a joint committee led by the Head of the Civil Service, alongside planners and other stakeholders.

Governor Radda disclosed that the project sites have already been handed over to COSMOS Residential City Nigeria Limited to enable immediate take-off.

He added that the company is expected to conclude its internal processes within 10 days, after which full implementation will begin.

He commended stakeholders for their cooperation and urged continued support to ensure the project’s long-term success.

Earlier, the Head of the Civil Service, Alhaji Falalu Bawale, said the initiative goes beyond housing delivery, with a strong focus on youth empowerment, community development, and skills acquisition. He noted that the programme is structured to create employment and build human capacity at the grassroots.

In his remarks, the Managing Director of COSMOS Residential City Nigeria Limited, Alhaji Murtala Sani Ibrahim, revealed that the company plans to invest about ₦155 billion in the project across the two towns, explaining that the scheme adopts an integrated housing and economic empowerment model aimed at affordability, sustainability, and long-term income generation.

He said beneficiaries would receive training in modern agricultural practices, including vegetable farming and fish production.

Under the arrangement, each household is projected to earn up to ₦200,000 monthly and save between ₦50,000 and ₦70,000 monthly to gradually offset the cost of their homes and farms.

Alhaji Murtala added that within three to five years, beneficiaries are expected to fully own their houses and farms and continue generating income through agricultural production and exports, thereby achieving financial independence and improved living standards.

The project will be executed in two phases: the first covering Kankia and RaÉ—É—a, and the second extending to Katsina, Daura, and Funtua Local Government Areas.

The investors also pledged to prioritise local contractors, artisans, and suppliers throughout the project, a step expected to stimulate local businesses and strengthen the state’s economy.
